국문 초록

이 연구의 목적은 영국에서 탄생하여 19세기 중반부터 20세기 전반 사이(1865-1948) 세계적으로 확산된 우생학 운동(eugenics movement)의 역사적 궤적을 ‘국가’(state)라는 인식 도구를 중심으로 살펴봄으로써, 우생학이 단순히 개인의 적합성(fitness) 확보에 그치지 않고, 궁극적으로는 국가 적합성을 위한 과학으로 기능했음을 밝히고, 이를 통해 통치도구로서의 과학지식, 특히 생의학적 지식이 갖는 유의미성을 고찰하는 데 있다. 이는 우생학史 연구의 의제 확장을 통해 우생학史 연구를 새로운 각도에서 조명해볼 수 있는 신선한 시도가 될 것이고, 우생학 관련 후속 담론의 창출과 생의학과 관련한 여러 사항들에 대한 다층적인 분석틀의 유효성을 인식하는 출발점이 될 것이다. 더불어 이 연구는 최근 유행하고 있는 생명정치(bio-politique) 담론의 장을 활성화하는 데도 기여할 것이다. 이를 위해 여기서는 우생학적 법률을 제정했던 나라들을 민주주의 국가(미국과 영국), 전체주의 국가(독일과 일본), 그리고 사회민주주의 국가(덴마크, 노르웨이, 핀란드, 그리고 스웨덴)로 구분하여 생물학적 국가주의(biological statism)가 전개되는 양상을 고찰할 것이다.

영문 초록

This article examined the eugenic history of the United States, England, Germany, Japan, and Scandinavian countries, which used eugenics as a knowledge of securing state fitness to achieve so-called the biological statism. In particular, this study examined the eugenic laws of each country. The law is a good basis to figure out that the scientific knowledge of eugenics and the biological quality management for the people are important as a national governing strategy. This study shows that eugenics has a wide variety of ideologies, powers, and practices. However, the research object countries were the same in terms of national efficiency - social progress - biological quality of population - science knowledge - eugenics - law and practice. Specifically, the countries studied had the following common features. The main object of the eugenic law was not only the genetic infertility but also the social․moral disqualification, the fact that the forced infertility treatment was mostly mental illness(or the feebleminded), the racism had permeated the eugenic law, and positive eugenics to improve race and negative eugenics to prevent racial decline at the same time. In conclusion, all countries that have enacted eugenic laws have used the scientific knowledge of eugenics as one of the national governing instruments, demonstrating the biological nationalism aspect by realizing the biological quality control of population groups in the form of a law enforcement. In this context, history of eugenics in this countries is an example of bio-politics.
