국문 초록

본 논문에서는 학부모 권한의 계층적 특성에 관심을 가지고, 특히 교육실천에서 학부모 권한의 현실을 살펴보고 교육소외집단으로서 저소득층(경제적 측면에서 기초생활수급자, 차상위 계층) 학부모 권한의 한계를 밝히고자 하였다. 이를 위해 선행연구와 학교현장에서의 학부모 참여 현실을 통해 학부모 교육권의 한계를 분석하고 저소득층 학부모의 권한강화 방안을 제시하였다. 첫째, 학부모의 권한이 제대로 실행되기 위해서는 그들이 처한 다양한 사회경제적 배경이나 현실에 따라 이해와 욕구를 달리하는 이질적인 집단이므로 이들의 요구와 의견을 반영할 수 있는 학교문화와 소통 창구를 형성해야 한다. 둘째, 저소득층 학부모의 학교참여를 위해서는 임파워먼트를 통하여 가능할 것이다. 즉 저소득층 학부모의 교육력 향상, 저소득층 학부모의 요구를 고려한 학부모 교육 프로그램의 개발, 학부모교육 활성화, 사회적 포용정책의 지속적 확대 등을 통해 그들이 사회구성원으로서 학부모로서 주체적 삶을 이끌어 나갈 수 있도록 지원시스템을 구축하여야 할 것이다.

영문 초록

Under the current educational milieu, school plays much more important role than parents of students in educating their children in every schooling activities. Although parents should have taken part in the process of every educational field more actively, it is not too much that they have no initiative authority against their children`s educational rights. In view of educational participant and parents power, especially, parents should take the different interests by their socio-economic status or social class. The purpose of this study were brought out limits of participation and power of parents and empowerment of low-income parents. And we explored possibility of their empowerment. To accomplish this purpose, the researcher clarified the characteristics of low-income parents faced many obstacles to participation in school governance. We can conclude that in order to ensure parents power, it is necessary to have an institutional environment in which each school has parents participation program for every parents. And for empowerment of low-income parents 1) to improvement of educational opportunity 2) to development of education program for their needs 3) to activate of parent education 4) to increase of the social inclusion policy continuously.
