사회연결망 분석을 활용한 국제 학생이동의 추세와 한국의 중심성 분석: 고등교육 국제화에 대한 정책적 시사점

국문 초록

세계화의 진전과 함께 고등교육에서 학생이동은 지속적으로 확대되고 있다. 이 연구는 UNESCO와 OECD의 자료를 활용한 사회연결망분석(Social Network Analysis)을 통해, 지난 10년간 국제학생이동의 세계적인 변화 추이를 분석하고, 이 가운데 한국의 중심성 변화를 측정하였다. 우선 네트워크의 밀도와 중심성을 분석한 결과, 전체 네트워크의 밀도는 지난 10년간 점차 증가하는 가운데 내ㆍ외향연결정도 중심성의 격차가 점차 커지고 있었다. 반면, 한국의 밀도는 감소하는 경향을 보이며, 내ㆍ외향연결정도 중심성, 그리고 내ㆍ외향아이겐벡 터 중심성 간에 차이가 나타나고 있는데, 이는 한국의 해외 유학 대상국에는 큰 변화가 없 으나 국내로 유학 오는 국가의 다양성이 커지고 있음을 반영한다. 한편, 지역 간 이동 양상 을 보기 위해 중심-주변 모형 분석을 실시한 결과 전반적으로 학생이동의 흐름이 증가하고 중심성이 낮은 국가들의 이동이 증가하였음에도 불구하고, 여전히 북미와 유럽, 일부 아시아 국가들로의 흐름이 증가하고 있음을 알 수 있었다. 즉, 절대적인 학생이동의 증가에도 불구 하고 국가 간, 지역 간 학생이동의 양극화 현상이 심화되고 있음을 확인하였다. 이와 같은 결과를 바탕으로 국제화정책의 질적 전환과 국내 대학들의 학문적 경쟁력 강화의 필요성 및 세계학생이동의 급증에 따른 교육 불평등 문제에 대한 시사점을 논의하였다.

영문 초록

Given the trend, this study investigated how the pattern of student mobility among countries and the centrality of Korea in this network have changed for the past decade, analyzing the data from UNESCO and OECD through social network analysis. The analysis shows that density of the total network has constantly increased for the period, although discrepancy between in- and out-degree centralities has been kept consistent. For Korea, on the other hand, density of the ego network has decreased for the same period, with significant change in discrepancy between in- and out-degree centralities as well as in- and out-eigenvector centralities. Such difference implies that destination countries for study abroad have changed little for the period, but students from more diverse countries have chosen Korea as a destination. In addition, the analysis of the core-periphery model was conducted to examine the flow of student mobility among regions, and found that the traditionally dominant flow to North American and European countries as well as a few selected Asian countries is still remaining, despite the overall increase of student mobility. In other words, student mobility among countries and regions has been even more polarized despite the increase of the amount of student mobility. Based on the findings, we suggested the policy direction for the internationalization of higher education and the enhancement of academic competitiveness of domestic universities. Also, the implications were discussed for the plausible educational inequality resulted from the rapid increase of student mobility across the world.
