한부모가족 부·모의 시간 사용 및 시간부족감 결정요인 분석

국문 초록

미성년자녀를 둔 한부모는 자녀양육과 생계유지라는 두 가지 역할을 혼자 감당하는 경우가 일반적이다. 그리고 이는 곧 시간활용의 제약과 시간부족감의 경험으로 이어진다. 따라서 본 연구는 한부모의 시간활용 양상과 그들이 느끼는 시간부족감에 대해 객관적으로 분석해 보았다. 보다 구체적으로는 「2019년 생활시간조사」 자료를 이용해 18세 이하의 미성년자와 살고 있는 한부모(가구주)의 자녀돌봄시간, 수면시간 및 식사관련 시간 활용과 이들이 체감하는 시간부족감에 대해 분석해 보았다. 분석결과, 한부모의 하루 평균 시간 사용은 미성년 자녀 돌봄 42.9분, 수면 489.8분(≒8.2시간), 가사노동 71.0분으로 나타났다. 자료분석을 통해 한부모의 수면시간이나 자녀돌봄시간, 가사노동시간 및 식사관련 시간이 감소하는 데는 근로시간이 주요 요인임을 확인하였다. 성별에 따른 한부모의 가사노동시간이나 식사관련 시간 사용 차이도 확인하였다. 근로시간은 시간부족감을 결정하는 주요 요인으로, 다른 조건이 같다면, 여성보다는 남성이, 연령이 높을수록 시간부족감의 정도가 낮았다. 분석결과를 근거로 한부모 가정이 겪는 구조적 시간 제약을 완화하고, 그들의 삶의 질을 향상시키기 위한 정책의 방향성을 모색하였다. 이러한 실증 분석을 근거로 할 때, 한부모의 시간 사용 양상을 명확히 이해하고 이들을 위한 체감도 높은 정책 발굴이 가능할 것으로 기대한다.

영문 초록

Single parents with underage children often bear sole responsibility for both childcare and earning a livelihood. This dual burden frequently leads to constraints in time use and a heightened perception of time scarcity. This study aims to objectively analyze the time use patterns of single parents and their subjective experiences of time deficiency. Utilizing data from the 2019 Korean Time Use Survey, the analysis focuses on household heads in single-parent families living with children under the age of 18. Specifically, it examines the amount of time spent on childcare, sleep, housework, and meals, along with their perceived lack of time. The results show that, on average, single parents spent 42.9 minutes per day on childcare, 489.8 minutes (approximately 8.2 hours) on sleep, and 71.0 minutes on housework. The analysis identifies working hours as a key factor that significantly reduces the time available for sleep, childcare, housework, and meals. Gender differences were also observed in time spent on housework and meals. Furthermore, working hours were found to be a major determinant of perceived time scarcity; all else being equal, men and older individuals reported a lower degree of time deficiency. Based on these findings, this study proposes policy directions aimed at alleviating the structural time constraints faced by single-parent families and enhancing their quality of life. The empirical evidence presented here contributes to a more precise understanding of single parents’ time use and supports the development of responsive and impactful policy measures.
