국문 초록

본 연구는 중국이 최초로 성(省) 전체를 자유무역항(FTP)으로 지정한 하이난 FTP의 특징과 초기 성과를 분석했다. 하이난 FTP의 정책적 배경과 특징을 검토하고, 핵심 도시인 하이커우, 싼야를 중심으로 2011∼2024년 주요 지표(GRDP, 무역, 물류, 관광 등)를 활용하여 시계열 및 상관·회귀 분석을 병행했다. 분석 결과, 도시별 기능 분화와 균형 발전의 가능성이 확인된다. 먼저 하이커우는 물류·2차 산업에서, 싼야는 관광·3차 산업에서 구조적 강점을 보였다. 동시에, 특화 분야인 물류(하이커우), 관광(싼야) 부문이 성장세 및 절대 우위를 유지하고 있지만 하이난에서의 점유율이 낮아지고 있다. 하이난 FTP의 물류, 관광 부문은 핵심 거점이 성장하는 동시에 다른 도시의 역량도 강화되는 양상이 일부 확인되며, 이는 거점과 주변이 동시에 성장하는 다핵적 발전 구조의 긍정적 신호로 해석된다. 본 연구는 분석 기간의 제약, 데이터 결측, 코로나19 팬데믹 영향 미분리 등으로 인해 정책 효과를 충분히 평가하기에는 한계가 있다. 그럼에도 하이난 FTP 초기 성과에 대한 검증을 시도한 점에서 의의를 지니며, 향후 다양한 방법론과 장기 데이터를 활용한 심층 연구가 요구된다.

영문 초록

This study investigates the Hainan Free Trade Port (FTP), China’s first province-wide free trade port, emphasizing its characteristics and initial outcomes as a policy experiment aimed at promoting balanced regional development. The analysis begins with an overview of the FTP’s policy background and institutional framework, followed by a quantitative assessment of key indicators—Gross Regional Domestic Product (GRDP), trade, logistics, and tourism—for the two main cities, Haikou and Sanya, from 2011 to 2024. This assessment employs time-series, correlation, and regression analyses. The findings reveal both functional specialization and the potential for balanced development. Haikou has enhanced its role in logistics and the secondary industry, while Sanya has solidified its position in tourism and the tertiary industry. However, although these sectors continue to expand and dominate their respective cities, their shares within Hainan are gradually declining, indicating that other cities are also bolstering their capacities. These results suggest the emergence of a multi-core development model, where growth is not limited to major hubs but shows early signs of spreading to surrounding areas. While the study faces limitations due to data constraints, missing observations, and the challenges of isolating the impacts of COVID-19, it serves as a valuable empirical effort to evaluate the early performance of the Hainan FTP. It also underscores the necessity for further research utilizing extended datasets and diverse methodologies to more comprehensively assess policy outcomes.
