국문 초록

군인의 총기 사고는 단순한 개인적 사건을 넘어 군의 전투력, 병영 안전, 그리고 국민 신뢰에 직결되는 중대한 문제이다. 본 연구는 1954년부터 2025년까지 약 70년간 발생한 한국군 총기 사고의 유형과 추세 변화를 분석하고, 이를 토대로 예방 대책을 제시하는 것을 목적으로 한다. 한국군에서 발생한 총기 사고는 1950년대 이후 그 양상과 원인에서 뚜렷한 변화를 보여 왔다. 과거에는 병영 내 갈등으로 인한 타인 대상 총기 난사 사고가 빈번했으나, 최근 수십 년간은 자살 사건의 비중이 압도적으로 높았다. 본 연구는 군인 총기 사고 사례 68건을 시기별·유형별·군종별로 분석하여, 다섯 가지 정책적 시사점을 도출하였다. 첫째, 육군·해병대에 사고가 집중되고 있으므로 이들의 특성과 복무 환경을 고려한 맞춤형 대책이 필요하다. 둘째, 총기와 실탄에 대한 접근성이 사고로 이어지는 만큼, 이를 동시에 휴대하는 인원의 자격 요건을 강화해야 한다. 셋째, 우울증이 주요 위험 요인이므로 조기 선별 및 치료 정책 시행이 요구된다. 넷째, 현역 복무 대상자 선별 기준을 강화해야 한다. 다섯째, 현역 복무 부적합 제도를 개선하여 부적합 인원의 신속한 조기 분리가 이루어져야 한다. 군인 총기 사고 예방은 군 내부 노력에 국한되지 않고 정부와 사회 전반의 협력이 병행되어야 한다. 병역 의무 공정성만을 이유로 군복무가 어려운 인원까지 관리하는 것은 오히려 군 본연의 임무 수행을 저해할 수 있다. 본 연구는 언론 자료에 기반한 분석이라는 한계가 있으나, 장기간에 걸친 총기 사고 추세를 검토하고 정책적 시사점을 제시함으로써 향후 관련 연구를 위한 문제 제기 및 방향 제시에 의의가 있다.

영문 초록

The Firearm incidents involving military personnel are not merely isolated personal events; they are critical issues directly affecting combat readiness, barracks safety, and public trust in the armed forces. This study aims to analyze the types and trends of firearm-related incidents in the Republic of Korea Armed Forces over approximately 70 years, from 1954 to 2025, and to propose preventive measures based on the findings. The analysis reveals a marked shift in both the nature and causes of such incidents since the 1950s. Whereas mass shootings targeting others due to interpersonal conflicts within the military were frequent in earlier decades, in recent years suicide cases have become overwhelmingly predominant. A total of 68 firearm incidents were classified and analyzed by time period, type, and branch of service, leading to the identification of five key policy implications. First, as incidents are concentrated in the Army and Marine Corps, branch-specific countermeasures that account for their combat characteristics and service environments are necessary. Second, given that access to both firearms and live ammunition can lead to incidents, stricter eligibility requirements should be imposed on personnel authorized to carry them simultaneously. Third, as depression has been identified as a major risk factor, policies enabling early detection and treatment must be implemented. Fourth, screening criteria for active-duty service eligibility should be reinforced. Fifth, the Active Duty Unsuitability Discharge system should be improved to facilitate the prompt separation of unfit personnel. The prevention of firearm incidents in the military requires cooperation not only within the armed forces but also across government and society. Managing individuals unfit for service solely to maintain the fairness of conscription may, in fact, undermine the military’s ability to fulfill its core missions. While this study is limited by its reliance on media reports, it provides a systematic review of long-term trends in military firearm incidents and offers policy insights that may serve as a foundation for future research.
