국문 초록

이 연구는 경찰공무원의 과로 위험과 직무스트레스가 순직 및 직무수행 능력에 미치는 영향을 분석하고, 제도·정책적 대응방안을 제시하는 것을 목적으로 하였다. 분석 결과, 경찰은 교대·야간근무, 불규칙 근무시간, 상시 위험 노출 등으로 일반 공무원 대비 과로와 직무스트레스 수준이 높고, 순직률과 자살률도 약 2배 이상이었다. 인력 부족, 범죄양상 다양화, 승진 경쟁, 조직문화 문제, 반복적 충격 사건 노출 등이 신체·정신 피로를 누적시켰다. 인사혁신처는 2024년 8월 위험군 심층 건강진단, 긴급직무휴지, 건강안전책임관 도입, 공무원 재해보상법 개정 등을 포함한 종합대책을 발표했으나, 경찰청의 정신건강 지원체계는 전국 18개 ‘마음동행센터’와 상담사 36명에 불과해 한계가 있었다. 이에 본 연구는 인력·직무·정신건강 관리의 통합 개선, 상담 인프라 확충, 긴급직무휴지제·보상제도 개선, 중간관리자 번아웃(Burnout) 예방 등 조직문화 개혁의 필요성을 제언하였다.

영문 초록

This study examines the impact of overwork risk and job stress on police officers’ line-of-duty deaths and job performance, and proposes policy responses. Results indicate that police officers face higher levels of overwork and job stress than other public officials due to shift work, irregular hours, and constant exposure to danger, with line-of-duty and suicide rates about twice as high. Factors such as manpower shortages, diverse crime patterns, promotion pressure, organizational issues, and repeated trauma contribute to cumulative fatigue. In August 2024, the Ministry of Personnel Management announced a national plan including in-depth health check-ups for high-risk groups, emergency duty suspension, health and safety officers, and amendments to the Public Officials Occupational Accident Compensation Act. However, the National Police Agency’s mental health support—18 “Mind Companion Centers” and 36 counselors—was insufficient. The study recommends integrated improvements in staffing, job design, and mental health care; expansion of counseling resources; refinement of leave and compensation systems; and organizational reforms to prevent managerial burnout..
