국문 초록

본 연구는 접경지역의 공유하천인 임진강을 대상으로 생태관광 개발의 타당성과 개발 추진 시 고려해야 할 핵심 요소를 분석하였다. 우선, 공유하천 관리 및 생태관광 개발에 관한 국내외 사례를 검토하여 접경지역에서의 실현 가능성을 평가하였다. 이어서, 계층적 구조화 기법(AHP)을 적용하여 자연환경, 관광 인프라, 사회·경제적 요인 등 주요 고려 요소 간의 상대적 중요도를 분석하고, 각 요소의 우선순위를 도출하였다. 또한, 비용-편익 분석을 활용하여 전체 사업 수준에서의 경제적 타당성을 평가하였다. 분석 결과, 임진강 생태관광 개발은 단순한 관광산업을 넘어 공유하천의 지속 가능한 이용 및 남북 협력 증진을 위한 전략적 기반이 될 수 있음을 보여준다. 본 연구는 생태관광 개발과 관련된 경제적·비경제적 요소를 통합적으로 평가할 수 있는 분석 프레임워크를 제시함으로써, 향후 정책 수립 및 의사결정 과정에서 실질적으로 활용될 수 있는 이론적·실무적 시사점을 제공한다. 나아가, 정량적 경제성 평가에 기반한 실증 연구가 병행된다면, 접경지역 생태관광 협력모델의 시범 도입과 확산에 기여할 수 있을 것으로 기대된다.

영문 초록

This study assesses the feasibility of ecotourism development in the transboundary Imjin River and identifies key factors for implementation. Case studies on shared river management and ecotourism were reviewed to evaluate applicability to border regions. The Analytic Hierarchy Process (AHP) was used to analyze the relative importance of environmental, infrastructural, and socio-economic factors. A cost–benefit analysis was also conducted to examine the project’s overall economic viability. Results indicate that ecotourism in the Imjin River can contribute not only to tourism but also to sustainable use of shared water resources and inter-Korean cooperation. The proposed analytical framework can be applied to support strategic planning in other border regions with similar contexts. By integrating economic and non-economic aspects, this study offers a framework that supports practical policy decisions. If supported by quantitative research, the findings could aid in piloting and expanding ecotourism models in border areas.
