본 연구는 맞춤형 고용의 개념화를 통해 국내 실천 현장에 적용할 수 있는 함의를 도출하고자 2001~2025년 발간된 국외 논문을 대상으로 통합적 문헌고찰을 수행하였다. 최종 22편을 분석한 결 과, 맞춤형 고용은 중증장애인의 경쟁적 통합 고용을 지원하기 위한 전략으로 기존 고용 모델의 한 계를 보완하며 새로운 고용 패러다임으로 주목받고 있다. 2014년 ｢인력혁신 및 기회법(WIOA)｣ 개 정으로 법제화되었으며, 탐색, 직무 재설계, 지원 제공 등 핵심 요소가 제도화되었다. 맞춤형 고용은 장애인의 강점과 선호를 반영해 직무를 개발 및 협상하고, 고용 후에도 지속적으로 지원하는 개인 중심 전략으로, 탐색, 직업 프로필, 맞춤형 계획 회의, 이력서 작성, 직무 개발 및 협상, 고용 후 지원 을 포함한 여섯 단계의 통합적·체계적 과정을 따른다. 지원고용과 달리 맞춤형 고용은 고용 접근법, 평가, 직무 개발, 지원 방식 등에서 구조적 차이를 보이며, 기존 직무에 배치하는 것이 아닌 고용주 와 협력해 직무를 새롭게 창출한다. 다양한 실증연구는 맞춤형 고용이 고용 가능성, 직무 적합성, 고용 유지 측면에서 효과적임을 입증하였으며, 우리나라에서도 제도적 도입과 정책적 기반 마련이 요구된다.

영문 초록

This study conducted an integrative literature review of 22 international studies (2001-2025) to conceptualize Customized Employment (CE) and explore its application in Korea. First, CE supports competitive integrated employment for individuals with significant disabilities by addressing limitations of traditional models. It was institutionalized in the 2014 Workforce Innovation and Opportunity Act (WIOA), which codified discovery, job restructuring, and support. Second, CE is a person-centered strategy involving six structured phases: discovery, vocational profile, CE planning meeting, visual resume, job development and negotiation, and Accommodations and Post-Employment Support. Third, unlike supported employment, CE differs in employment approach, assessment methods, job development, and support strategies, emphasizing individualized job creation through employer collaboration rather than placement into existing roles. Fourth, empirical studies validate CE’s effectiveness in enhancing employment access, job fit, and retention, underscoring the need for legal and policy support in Korea.
