지방교육재정 자체투자심사제도 운영 현황 및 운영사례 연구

국문 초록

본 연구는 지방교육재정의 효율적 운영과 재정투자의 타당성을 확보하기 위해 시행되고 있는 자체투자심사 제도의 운영 실태를 분석하고, 개선 방안을 제시하고자 하였다. 본 연구는 17개 시도교육청의 자체투자심사 관련 조례를 국가법령정보센터를 통해 비교·검토하였으며, A교육청의 사례를 중심으로 심사 대상 기준금액, 심사과정, 운영의 어려움에 대해 교육청 업무담당자 5명을 대상으로 면담을 실시하였다. 분석 결과, 투자심사 기준대상 금액의 비현실성, 「지방재정법」과 달리 운영되는 위원회 구성, 심사 운영의 제도적 불합리성 등이 주요 문제로 나타났다. 개선방안으로 첫째, 자체투자심사 대상 기준금액을 일반사업은 50억 원 이상, 행사성 사업은 10억 원 이상으로 상향 조정할 필요가 있다. 둘째, 「지방재정법」에 특정직 공무원의 위원 참여가 명시되지 않은 상황에서 일부 교육청은 조례를 통해 특정직을 포함하고 있어 교육의 특수성을 반영할 수 있도록 관련법령 개정이 필요하다. 셋째, 평가기준을 체계적이고 명확하게 마련하고, 심사결과의 객관성과 신뢰성을 높여야 한다. 본 연구는 지방교육재정 자체투자심사 제도가 교육적 가치와 정책적 타당성을 균형 있게 반영하여, 궁극적으로 지방교육재정 운영의 효율성을 제고하고자 한다.

영문 초록

This study analyzes the current operation of the self-investment review system, which is implemented to ensure the efficient management of local education finance and the validity of fiscal investment, and proposes measures for its improvement. The study conducted a comparative review of the ordinances related to self-investment review in 17 metropolitan and provincial offices of education through the National Law Information Center, and carried out interviews with five officials from Office A, focusing on review thresholds, procedures, and operational challenges. The analysis revealed several key issues, including the unrealistic threshold amounts for investment review, discrepancies in committee composition compared to the Local Finance Act, and institutional irrationalities in review operations. The suggested improvements are as follows: first, raising the threshold amounts for investment review to 5 billion KRW or more for general projects and 1 billion KRW or more for event-related projects; second, revising relevant legislation to allow the participation of specialized officials in the review committees, thereby reflecting the unique characteristics of education; and third, addressing problems in Office A’s review process, such as ambiguous criteria, rigid procedures, and insufficient review opportunities. This study highlights that the self-investment review system should balance educational values with policy rationality, ultimately enhancing the efficiency of education finance management.
