국문 초록

이 논문은 5.31 교육개혁 이후 고등교육재정의 주요 변화와 쟁점을 논의하였다. 우선 5.31 교육개혁 이후 고등교육재정의 주요 변화를 정리하고, 현 고등교육재정의 주요 현황과 문제를 논의하였다. 고등교육재정의 변화와 현황 및 문제에 근거하여 고등교육재정의 주요 쟁점을 정리하였으며, 해당 쟁점의 중요도 및 추가적인 쟁점을 파악하기 위해 대학재정 및 고등교육 전문가 15인의 의견을 수합하였다. 고등교육재정의 주요 쟁점은 재정지원의 법적 근거와 관련된 쟁점, 일반재정지원(포뮬러펀딩)과 특수목적지원(사업별 선별지원)의 문제, 사립대학에 대한 재정지원 문제, 지방대학에 대한 재정지원 문제, 대학등록금 문제, 장학금 지원 방식 등 6가지로 정리하였다. 이외에도 전문가들의 의견에서 대학통폐합 정책, 정부의 고등교육재정 투자규모, 대학간 재정 불균형, 폐교사립대학에 대한 재정지원(해산장려금 등), 고등교육재정 배분기준 및 운영비 지원의 쟁점, 고등교육재정 중장기 기본계획 수립 내실화, 대학평가에 따른 차등 재정지원 등이 제시되었지만, 모두 앞에서 제시한 쟁점에 포함하여 논의하였다. 고등교육재정의 역사와 변화를 되돌아 보고, 현재의 상황과 문제를 짚어 보며, 그에 근거하여 우리가 살펴보아야 할 주요 쟁점을 정리하고 논의하는 것은 앞으로 고등교육재정이 나아가야 할 방향을 정립하는 데 큰 도움이 될 것이다. 앞에서 논의한 고등교육재정의 주요 쟁점들이 정리되어 모두가 바라는 바람직한 방향의 정책들로 거듭나기를 기대한다.

영문 초록

This paper discussed major changes and issues in higher education finances after the 5.31 education reform. First, major changes in higher education finances after the 5.31 education reform were summarized, and major current status and problems of the higher education finances were discussed. Based on changes, current conditions, and problems in higher education finances, major issues in higher education finances were summarized, and the opinions of 15 experts on university finance and higher education were collected to identify the importance and additional issues. The main issues of higher education finance are issues related to the legal basis for financial support, general financial support(formula funding) and special purpose support (selective support for each project), financial support for private universities, financial support for local universities, university tuition, and scholarship support methods. In addition, as shown in the opinions of experts, the policy of integrating universities, the government's financial investment in higher education, the financial imbalance among universities, financial support for closed private universities such as closing incentives, financial support for higher education financial distribution standards and operating expenses, internalization of mid- to long-term basic plans for higher education, and differential financial support according to university evaluation can be presented. All of them were included in the issues presented above. Looking back on the history and changes in higher education finances, pointing out the current situation and problems, and organizing and discussing the major issues we need to look at based on them will be of great help in establishing the direction for higher education finance in the future. It is hoped that the main issues of higher education finance discussed above will be summarized and reborn as policies in the desirable direction that everyone wants.
