국문 초록

본 연구는 국내 주요 무역항의 항만 인프라 투자 항목 간의 구조적 관계를 실증적으로 규명하고, 이를 통해 정책적 시사점을 도출하는 것을 목적으로 한다. 해양수산부는 제3차 해양수산발전기본계획(2021-2030)과 제2차 해양수산과학기술 육성 기본계획(2023-2027)을 통해 스마트항만 구축, 디지털 전환, 친환경 인프라 확충 등을 중점 과제로 추진해오고 있으며, 이러한 정책은 항만에 대한 정부 투자의 양적·질적 확대를 요구하고 있다. 그러나 실제 항만 투자 항목들이 어떠한 구조적 특성을 가지며, 운영성과와 어떤 관련성을 가지는지에 대한 분석은 제한적으로 이루어져 왔다. 이에 본 연구는 2015년부터 2024년까지 국내 8개 주요 항만의 투자 항목 데이터를 기반으로 탐색적 요인분석(Exploratory Factor Analysis)을 실시하고 항만 투자 항목의 잠재적 구조를 규명하였다. 분석 결과, 항만 투자 항목은 '개발·확장형 투자'와 '유지·보수형 투자'라는 두 가지 요인으로 도출되었으며, 이들 요인은 항만 운영성과 지표와의 연계 가능성을 시사하였다. 본 연구는 단순한 예산 집행 항목 분류를 넘어 투자 항목 간 구조적 연관성을 실증적으로 도출함으로써, 향후 성과 기반 예산 편성과 전략적 자원 배분을 위한 기초자료로 활용될 수 있다.

영문 초록

This study aims to identify the structural relationship in port infrastructure investment items in major Korean trading ports and suggest policy implications. The Ministry of Oceans and Fisheries has been promoting smart port construction, digital transformation, and eco-friendly infrastructure expansion as key issues, and these policies call for quantitative and qualitative expansion of government investment in ports. But there has been limited studies of structural characteristics of port investment and how they relate to operational performance. So This study conducted an exploratory factor analysis based on investment item data of eight major ports in Korea from 2015 to 2024 to identify the structure of port investment. As a result, the port investment items were derived into two factors, ‘development and expansion investment in a new port construction’ and ‘maintenance investment’, that suggested the possibility of linking with port operational performance indicators. This study provides a structural basis for performance-based budgeting and strategic resource allocation beyond simple budget item classification.
