국문 초록

본 논문은 독일 연방군의 ‘제복 입은 시민’ 개념과 내적 지휘, 그리고 독일 경찰의 협력적 리더십 시스템을 분석하고, 이를 한국 경찰의 위기관리 리더십에 적용할 수 있는 시사점을 도출하였다. 경찰조직은 권위주 의적 리더십에서 벗어나 민주적 가치, 자율적 판단, 신뢰를 기반으로 한 새로운 리더십이 필요하다. ‘제복 입은 시민’ 개념은 경찰관이 민주적 가치와 책임감 있는 시민으로서의 역할을 수행하도록 한다. 협력적 리더십은 이를 실천하기 위한 신뢰와 소통, 권한 위임, 참여를 강조한다. 이러한 통합적 접근은 경찰이 위기 상황에서 유연하고 신속하게 대응하고, 시민과의 신뢰를 유지하며 민주적 가치를 지키는 데 중요한 역할을 한다. 본 연구는 경찰조직에 민주적 조직문화 정립, 리더십 교육, 리더십 역량모델 개발의 필요성을 강조하며, 이를 통해 경찰이 위기 상황에서 신뢰받는 공공조직으로 자리매김할 수 있음을 제시한다.

영문 초록

This paper analyzes the concept of the “Citizen in Uniform” and ‘inner leadership’ in the German Armed Forces, along with the Cooperative Leadership system in the German police, to derive implications for applying these principles to crisis management leadership in the Korean police. Police organizations need to move away from authoritarian leadership and adopt a new leadership paradigm based on democratic values, autonomous decision-making, and trust. The concept of the ‘Citizen in Uniform’ encourages police officers to uphold democratic values and fulfill their roles as responsible citizens. Cooperative leadership supports this by emphasizing trust, communication, delegation of authority, and participation. This study highlights the need for establishing a democratic organizational culture, providing core value education, and developing leadership competency models within police organizations. These efforts will help police become a trusted public institution capable of effectively managing crises.
