국문 초록

본 연구는 공공기술사업화 투자지원사업의 성과와 한계를 체계적으로 분석하고, 정책적 개선 방향을 도출하기 위해 중요도-성취도 분석(IPA)을 활용하여 수혜기업들이 인식하는 주요 지원 요소와 현재의 실행 수준 간의 격차를 평가하였다. 분석결과, 기업들은 후속 투자 부족, 기술 이전의 어려움, 시장 접근성 부족을 주요 문제로 제기했으며, 이와 같은 문제 해결을 위해 투자지원이 단순한 투자자를 넘어 엑셀러레이터 및 컴퍼니빌더로서의 역할을 수행할 필요성이 강조되었다. 또한, 투자-회수 기간의 유연한 설정, 기술 이전 플랫폼 활성화, 전략기술 분야 중심의 투자 테마 설정 등 정책적 개선 방안을 제안하여 공공기술사업화 기업의 성장을 지원할 수 있는 실질적 전략이 도출되었다. 본 연구의 시사점은 정책과 실무적 측면에서 도출하면 첫째, 공공기술사업화 투자지원사업이 기업의 성장과 기술의 상용화에 실질적으로 기여하기 위해서는 후속 투자와 거래선 확충 지원 등 주요 영역의 강화가 필요하다. 둘째, 운영기관은 단순히 자금을 지원하는 역할을 넘어 기업의 사업화 가능성을 높이는 전략적 파트너로서의 역할을 수행해야 한다. 셋째, 플랫폼 활성화와 정보 공개를 통해 기술 이전과 활용률을 제고하고, 정책적 자원의 효율적 배분을 도모해야 한다. 이러한 결과는 공공기술사업화 지원사업의 실효성을 높이고, 국가 창업 생태계와 기술 경쟁력 강화를 위한 중요한 기초 자료로 활용될 수 있을 것이다.

영문 초록

This study analyzed the outcomes and limitations of the public technology commercialization investment support program using Importance-Performance Analysis (IPA) to assess gaps between key support elements and current implementation levels perceived by beneficiary companies. The findings highlight challenges such as insufficient follow-up investments, difficulties in technology transfer, and limited market access. The study emphasizes that operating agencies should act as accelerators and company builders, beyond traditional investment roles. Key policy recommendations include flexible investment-recovery periods, activation of technology transfer platforms, and strategic technology sector-focused investment themes. The study suggests that strengthening follow-up investments and transaction network support is essential for fostering corporate growth and technology commercialization. Operating agencies should adopt a strategic partnership role to enhance commercialization success. Additionally, platform activation and information transparency can improve technology utilization and resource efficiency. These results provide foundational insights for enhancing the program’s effectiveness and advancing the national startup ecosystem.
