국문 초록

공적개발원조(ODA)는 개발도상국의 산업과 경제 자립을 지원하며, 지속가능한 개발 목표(SDGs) 달성, 기술 격차 해소, 국제 협력 강화, 신기술 확산, 기후변화 대응 등에서 중요한 역할을 한다. 특히, 산업기술 ODA는 개발도상국의 기술 역량 강화와 자립적 성장 기반 구축에 기여하며, 공여국의 해외시장 개척과 외교적 입지 강화에도 도움을 준다. 본 연구는 ODA 사업의 성공 요인을 체계적으로 분석하기 위해 이론적 검토, 사례 분석, 전문가 인터뷰를 활용하였다. 사례로는 인도네시아 공작기계 테크니컬센터 조성사업을 선정하여, 선행 연구에서 도출된 성공 요인을 해당 사례에 적용해 검증하였다. 산업기술 ODA의 주요 성공 요인에 대한 심도 있는 이해는 수원국과 공여국 모두에게 더 나은 성과를 제공하고 향후 ODA 사업의 기획과 발전에도 도움이 될 것이다.

영문 초록

Official Development Assistance (ODA) supports the industrial and economic self-reliance of developing countries while playing a key role in achieving Sustainable Development Goals (SDGs), bridging technological gaps, enhancing international cooperation, promoting the dissemination of new technologies, and addressing climate change. Specifically, industrial technology ODA contributes to strengthening technological capacity and establishing a foundation for self-sustaining growth in developing countries. It also supports donor countries by facilitating market expansion and bolstering diplomatic influence. This study systematically analyzes the success factors of ODA projects using theoretical reviews, case analysis, and expert interviews. The Indonesia Machine Tool Technical Center Development Project was selected as a case study, and the success factors identified in prior research were applied and validated within this context. A comprehensive understanding of the critical success factors for industrial technology ODA will provide better outcomes for both donor and recipient countries and inform the planning and development of future ODA projects.
