국문 초록

이 연구는 지속적인 입학자원 감소로 인한 대학 존립의 위기 상황에서 상대적으로 더욱 열악한 전문대학을 위한 정부 재정지원의 개선방안을 모색하기 위한 목적으로 수행되었다. 현재 정부에서 추진하고 있는 고등교육재정지원은 국가 정책에 따라 특정한 분야를 중점적으로 육성하기 위하여 평가를 기반으로 지원 대상을 선별하고, 그 결과에 따라 차등하게 지원하는 방식으로 제도화되었다. 이로인해 소수 대학과 수도권, 전문대학보다 일반대학에 집중 지원이 되는 재정지원 편중 현상이 심각하게 나타나고 있다. 이러한 문제의식을 기초로 이 연구에서는 역대 정권별 고등교육기관에 대한 재정지원경과를 살펴보고 전문대학 재정지원을 국제적 비교, 중앙정부 및 지자체 재정지원 비교, 설립별·지역별·규모별 비교를 실시하여 전문대학 재정지원의 현황을 분석하고 결과에 대한 원인과 쟁점을 추론하여 전문대학의 재정지원 불균형 해소를 통한 상생 발전을 위한 대응적 논리를 전개하는 기초자료로 활용하고자 한다.

영문 초록

This study was conducted with the purpose of exploring ways to improve government financial support for relatively disadvantaged junior colleges in a situation where the existence of universities is at risk due to a continuous decrease in admissions resources. The higher education financial support currently being promoted by the government has been institutionalized by selecting support targets based on evaluation and providing differential support according to the results in order to focus on fostering specific fields in accordance with national policy. As a result, there is a serious phenomenon of financial support being concentrated in general universities rather than a few universities, metropolitan areas, and junior colleges. Based on this awareness of the problem, this study examines the progress of financial support for higher education institutions by successive administrations, conducts international comparisons of financial support for junior colleges, comparisons of central and local government financial support, and comparisons by establishment, region, and size. We intend to analyze the current status of financial support for junior colleges, infer the causes and issues of the results, and use it as basic data to develop a responsive logic for mutual development by resolving the imbalance in financial support for junior colleges.
