우리나라 산불대응 사례분석을 통한 개선방향 도출

국문 초록

본 연구는 우리나라에서 발생한 주요 산불 사례분석을 통해 현재 산불대응체계의 문제점을 파악하고 개선방향을 제시하고자 한다. 2000년 동해안 산불부터 2022년 밀양 산불까지 주요 대형 산불 사례를 분석한 결과, 우리나라 산불대응체계는 기후변화로 인한 대형 산불 위험에 효과적으로 대응하지 못하는 여러 문제점이 드러났다. 정책적 측면에서 침엽수 위주의 숲 가꾸기 사업이 대형 산불 확산에 기여하고 있으며, 조직적 측면에서는 산림청과 소방청 간 역할 분담의 불명확성이 문제로 지적된다. 인력 측면에서는 산불예방전문진화대의 임시직 고용과 고령화 문제가 심각하며, 장비 및 예산 측면에서는 노후화된 장비와 부적절한 산불 진화 장비가 효과적인 대응을 저해하고 있다. 본 연구는 이러한 문제점을 해결하기 위해 자연 친화적 산림 관리로의 정책 전환, 산불 진화 업무의 소방청 일원화, 전문진화인력 양성, 그리고 드론, 가스 하이드레이트 소화탄 등 첨단 기술을 활용한 산불 진압 방식의 혁신을 제안한다. 이러한 개선방향은 기후변화에 따른 대형 산불에 보다 효과적으로 대응하기 위한 산불대응체계의 전면적인 재검토가 필요함을 시사한다.

영문 초록

This study aims to identify problems in the current wildfire response system and suggest improvement directions through case analyses of major wildfires in Korea. Analysis of major large-scale wildfire cases from the 2000 East Coast wildfire to the 2022 Miryang wildfire revealed several problems in Korea's wildfire response system that prevent effective response to large wildfire risks caused by climate change. From a policy perspective, coniferous tree-centered forest management projects contribute to the spread of large wildfires, while from an organizational perspective, unclear role division between the Korea Forest Service and Fire Department is identified as problematic. In terms of personnel, temporary employment and aging issues of wildfire prevention and suppression crews are serious, and in terms of equipment and budget, outdated equipment and inadequate firefighting equipment hinder effective response. To address these problems, this study proposes: a policy shift toward nature-friendly forest management, unification of wildfire suppression duties under the Fire Department, training of professional suppression personnel, and innovation in wildfire suppression methods utilizing advanced technologies such as drones and gas hydrate fire suppression bombs. These improvement directions suggest the need for a comprehensive review of the wildfire response system to more effectively respond to large wildfires caused by climate change
