국문 초록

본 연구는 2015년 5월부터 2025년 4월까지 산림청이 배포한 산불 관련 보도자료를 전수 분석하여, 국가 재난 커뮤니케이션 전략의 언어적·담론적 구조를 실증적으로 고찰하였다. 시기별 발행 양상, 주제어 구성, 감정 표현, 실제 산불 발생 전후의 프레이밍 변화에 주목하여 정량적·정성적 접근을 병행하였다. 분석 결과, 보도자료는 봄철과 겨울철에 집중적으로 배포되며, 산불 발생 시기를 전후해 발행량이 증가하였다. 기술 및 기후 중심의 대응 전략이 반복적으로 강조되었고, 감정 표현은 시기별로 강도에 차이를 보이며 최근에는 감성적 언어가 증가하였다. 특히 실제 산불 발생 전후로 메시지 구성에 전략적 전환이 이루어졌으며, 이는 정보전달을 넘어 정책 정당화와 수용자 인식 조절 기능까지 수행하고 있음을 시사한다. 본 연구는 산불 보도자료의 구조적 특성과 개선 방향을 탐색하는 데 기초자료가 될 수 있다.

영문 초록

This study analyzes all wildfire-related press releases issued by the Korea Forest Service between May 2015 and April 2025 to empirically examine the linguistic and discursive structure of the national disaster communication strategy. A mixed-method approach was employed, focusing on seasonal publication patterns, thematic keyword distribution, emotional expressions, and framing shifts before and afteractual wildfire events. The results indicate that press releases were primarily concentrated in spring and winter, with increased frequency following wildfire occurrences. Technical and climate-centered response strategies were consistently emphasized, and the intensity of emotional language varied by period, with an increase in affective expressions in recent years. Notably, a strategic shift in messaging was observed around the time of wildfire incidents, transitioning from preventive and participatory narratives to those emphasizing governmental response and recovery. These findings suggest that wildfire press releases serve not only as informational tools but also as mechanisms for policy legitimation and public perception management. This study offers foundational insights into the structural characteristics and potential improvements of disaster communication practices.
