국문 초록

최근 한반도는 전 지구 평균을 상회하는 기후변화 속도를 보이며 폭염, 가뭄, 홍수 등 다양한 기후위기 양상이 복합적으로 나타나고 있다. 특히, 북한은 대응 역량과 자원이 부족하여 기후위기에 더욱 취약한 구조로, 심각한 기후･환경 문제에 직면해있다. 반면, 남한은 탄소중립 목표 이행과 국제 감축 기여 확대라는 과제를 안고 있어, 남북이 상호 보완적 관점에서 기후위기에 대해 공동 대응할 필요성이 커지고 있다. 남북한은 지리적･생태적으로 밀접하여 기후위기의 영향을 함께 받고 있다는 점에서, 협력의 필요성은 더욱 절실하다. 그러나 현재까지 남북 기후협력은 단발적 또는 선언적 수준에 머물러 있어 협력을 위한 실질적 거버넌스 기반이 부재한 상황이다. 이에 본 연구는 한반도 기후위기 대응을 위한 통합 기후거버넌스 구축의 필요성을 바탕으로 그 실현 방안을 모색하고자 하였다. 이를 위해 남북한의 기후변화 관련 법제 및 글로벌 기후거버넌스 참여 현황을 분석하고, 한반도 통한 기후거버넌스 구축 시 대응 가능한 협력 영역을 도출하였다. 이를 기반으로 대북제재와 국제 정세를 고려한 3단계 한반도 기후거버넌스 구축 시나리오를 제시하였다. 나아가, 기후거버넌스 구축 시 필수적인 제도적 기반 구축 방안도 함께 제안하였다. 본 연구는 기후위기라는 공동의 위협 속에서 남북이 상생할 수 있는 새로운 협력 패러다임을 제시하며, 향후 정책 설계와 국제협력 전략의 실질적 토대를 제공할 수 있을 것이다.

영문 초록

The Korean Peninsula is experiencing the climate crisis at a pace faster than the global average, with extreme heat, droughts, and flooding occurring in increasingly complex and overlapping forms. North Korea is particularly vulnerable due to limited adaptive capacity and resources, while South Korea faces the dual challenge of implementing its carbon neutrality goals and contributing to international mitigation efforts. Given the region’s shared geography and ecological interdependence, there is an urgent need for coordinated and complementary climate action between the two Koreas. However, inter-Korean cooperation on climate issues has so far remained largely symbolic or episodic, lacking a practical governance foundation. Against this backdrop, this study builds upon the recognized need for integrated climate governance and seeks to identify concrete pathways for its implementation on the Korean Peninsula. It analyzes the current status of climate-related legislation and international climate governance engagement by both Koreas, and identifies potential areas of cooperation under a unified governance framework. Based on this analysis, the study proposes a phased cooperation scenario that considers geopolitical constraints such as international sanctions. The study further proposes essential institutional mechanisms to support this governance framework. . Ultimately, this research offers a strategic and actionable approach for joint climate responses, aiming to provide a concrete foundation for future policymaking and international collaboration on climate governance for the Korean Peninsula.
