국문 초록

본 연구는 체제 전환 이후 구조화된 러시아의 부패가 국유기업의 경영성과에 미치는 영향을 실증적으로 분석하였다. 특히, 부패가 국가 경제와 기업 경영에 미치는 영향을 규명하기 위해 2009년부터 2021년까지 모스크바증권거래소(MOEX)에 상장된 주요 국유기업을 대상으로 총자산이익률(ROA)을 종속변수로 설정하고, 부패인식지수(CPI), 경제자유지수, 민주주의지수, 언론자유지수 등 주요 국가평가 지수를 독립변수로 활용했다. 분석 결과, 부패인식지수는 ROA와 유의한 인과관계를 보이지 않았으나, 경제자유지수와 언론자유지수는 국유기업의 성과에 일정 부분 영향을 미치는 것으로 나타났다. 이는 러시아 국유기업의 부패가 단순한 비효율성의 문제를 넘어, 제도적 요인 및 정치적 환경과 결합된 복합적 구조임을 시사한다. 본 연구는 체제전환국의 국유기업 개혁과 부패 억제를 위한 정책적 함의를 제공하며, 향후 국유기업에 대한 국가 지배구조의 투명성 확보를 위한 실증적 기반을 제시한다.

영문 초록

This study empirically analyzes the impact of Russia’s institutionalized corruption—emerging in the wake of its post-transition period—on the managerial performance of state-owned enterprises (SOEs). Specifically, to assess how corruption influences both the national economy and corporate management, the study utilizes panel data from major SOEs listed on the Moscow Exchange (MOEX) between 2009 and 2021. The dependent variable is Return on Assets (ROA), while key national governance indicators—Corruption Perceptions Index (CPI), Economic Freedom Index, Democracy Index, and Press Freedom Index—are employed as independent variables. The empirical findings indicate that the CPI does not exhibit a statistically significant causal relationship with ROA. However, the Economic Freedom Index and Press Freedom Index appear to exert partial influence on the performance of SOEs. These results suggest that corruption in Russian SOEs is not merely a matter of inefficiency, but rather a complex phenomenon deeply embedded in institutional and political structures. This study offers meaningful policy implications for countries undergoing systemic transitions. It highlights the need for comprehensive reforms aimed at curbing corruption and enhancing the operational efficiency of state-owned sectors. Moreover, the findings provide an empirical foundation for promoting transparency in the governance of SOEs and serve as a basis for future anti-corruption and state ownership reform strategies.
