국문 초록

The new quality productivity is the quality of advanced productivity led by scientific and technological innovation, driven by technological revolutionary breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading. The development of new quality productive forces involves all aspects of economic and social development, and is a long-term task and system project that “affects the whole body”. It is necessary to improve the system and mechanism for the development of new quality productive forces and strengthen institutional guarantees. Improving the system and mechanism for the development of new-quality productive forces is an intrinsic requirement and an important focus for speeding up the development of new-quality productive forces. Improving the system and mechanism for developing new productive forces according to local conditions, which inspired us to insist on seeking truth from facts and adapt measures to local conditions; We must insist on breaking and standing at the same time, so as to make progress while maintaining stability; We must insist on dynamic adjustment and be persistent. It is of great theoretical value and practical significance to study and improve the logical path of developing the system and mechanism of the new quality productive forces for strengthening theoretical and institutional self-confidence and speeding up the formation of a new type of production relationship that is more compatible with the new quality of productive forces.

영문 초록

新质生产力是以科技创新为主导，由技术革命性突破、生产要素创新性配置和产业深度转型升级而催生的先进生产力质态。发展新质生产力涉及经济社会发展各领域各方面，是一项“牵一发而动全身”的长期任务和系统工程，必须健全发展新质生产力体制机制，强化制度保障。健全发展新质生产力体制机制是加快发展新质生产力的内在要求和重要着力点。健全因地制宜发展新质生产力体制机制，这一战略部署要求我们必须坚持实事求是，做到因地制宜；必须坚持破立并举，做到稳中求进；必须坚持动态调整，做到持之以恒。研究健全发展新质生产力体制机制的逻辑理路，对于坚定理论自信和制度自信，加快形成同新质生产力更相适应的新型生产关系具有重要的理论价值和现实意义。
