영국의 단일 긴급번호 999 운영시스템에 관한 연구

국문 초록

세월호 참사 이후 재난안전시스템 전체를 개혁하고자 하는 범정부적인 국가대개조의 시도가 이루어지고 있는데, 그 노력의 일환 중 하나가 바로 약20개로 분산운영중인 긴급번호를 통합하는 작업이라고 할 수 있다. 이러한 긴급번호 통합과 관련하여, 국민안전처는 2015년 1월 긴급한 재난이나 구조신고는 “119”, 긴급한 범죄 신고는 “112”, 비긴급 민원이나 상담전화는 “110”으로 통합하는 소위 “부분적 통합안”을 내놓게 된다. 하지만 이러한 부분적 통합안은 여전히 ① 신고자가 상황을 판단해서 신고해야 하는 공급자 편의위주의 정책, ② 개별 대응기관의 분산대응으로 인하여 복합재난에 대한 총체적인 대응 곤란의 어려움이라는 두 가지 한계점을 지니고 있다. 물론 정부는 112와 119를 시스템적으로 연결하여 이러한 문제점을 최대한 보완하겠다는 계획이고, 따라서 이러한 부분적 통합안은 궁극적으로 “형태적 분리, 실질적 통합”의 모습을 지향하고 있다고 보인다. 이러한 우리의 부분적 통합안은 유럽 단일 긴급번호인 112를 이차적인 긴급번호를 사용하고 있는 영국의 999 시스템과 외관상 유사한 형태를 보이고 있다. 따라서 본 연구에서는 세계최초의 단일 긴급번호이자 유럽의 단일 긴급번호인 112와도 연계되어 있는 영국의 999 운영시스템 등을 구체적으로 알아보고, 이를 토대로 우리의 “부분적 통합안”이 나아가야 할 지향점에 대한 정책적 시사점을 도출하고 하였다. 영국 999제도에 대한 분석을 통하여, ① 각 긴급대응기관간의 정보교환 및 연락시스템 구축, ② 접수 및 지령에 대한 전문적인 교육을 수료한 일반직 공무원을 접수요원 등으로 배치, ③ 통합형 단일 비긴급번호로의 “110”의 위상확립이라는 총 세 가지의 정책적 시사점이 최종적으로 도출되었다. 현재의 부분적 통합안에 이러한 정책적 시사점이 적극적으로 반영된다면 실질적인 통합의 효과가 있을 수 있다고 판단되며, 나아가 “상호운용성”(Inter-operability)의 관점에서 대응기관간의 유기적인 협력적 거버넌스 구축의 시작점 또한 될 수 있다고 생각한다.

영문 초록

In the aftermath of the Sewol Ferry Sinking Disaster in 2014, the Korean Government has attempted to revamp its entire disaster management system. One of its efforts is to unify diverse emergency numbers into a single emergency number, such as 911 of the USA and 999 of the UK. However, the Ministry of Public Safety and Security in Korea has recently proposed integrating a total of 20 emergency numbers into the coordinated two-number system instead; 112 for the police and 119 for the Fire and Ambulance are still preserved. Put simply the diverse emergency numbers in Korea will be integrated around the two numbers, 112 and 119. Additionally, the Ministry announces that diverse non-emergency numbers will be also integrated into the 110 single non-emergency number. Nevertheless, there are still strong criticisms, particularly, against the integration plan of emergency numbers. The criticism are that the plan is still the supplier-oriented system (not a user-friendly one), and can rather bring about ineffective responses when compound disasters strike. In this context, the study investigates UK’s 999 operating system, which can be also connected by the single European emergency number 112. Based on the detailed investigation, the research tries to not only identify key areas for improvements in Korea’s integration plan, but also provide general policy implications for the plan. The policy implications derived are: ① establishment of a computerized information exchange and communication system between the emergency services (similar to the command and control log of the UK), ② deployment of civil call-handler staff, and ③ setting up the 110 non-single emergency number’s status as a comprehensive single non-emergency numbers. In the end, it is hoped that the application of the policy implications can contribute to the improvement of cooperative governance between key responders in terms of inter-operability.
