중소도시 경찰서비스 품질 평가 - SERVQUAL 모형의 적용

국문 초록

이 연구에서는 SERVQUAL 모형을 적용하여 경찰서비스 품질을 평가해 보았다. 서비스 품질과 측정 등에 대한 선행 연구들을 고찰한 후 관련 문항들을 개발, 경상남도에 속한 기초자치단체인 A 시 주민들을 대상으로 경찰서비스 품질 수준을 분석하였다. 유효표본 169명에 대한 설문조사 결과를 통해 확인된 내용들은 다음과 같다. 첫째, 척도분석 결과 SERVQUAL 모형이 우리나라 경찰서비스의 품질을 측정하는 유용한 도구일 수 있음을 확인하였다. 요인분석 결과 모든 문항들이 원래 의도한 요인에서 상대적으로 높은 적재치를 보이고 요인 내 문항들의 신뢰도 값 역시 모두 0.80 이상으로 매우 양호하게 나타났다. 둘째, A 시 주민들이 직·간접적 경험을 통해 인식하고 있는 경찰서비스 수준은 전반적으로 보통(3.00) 보다 높게 긍정적임을 확인할 수 있었다. 이러한 긍정적 인식은 서비스 품질 차원들에 대한 개별 분석에서도 유사하게 나타났다. 셋째, 기대 수준을 고려한 경찰서비스 품질에 대한 평가 결과 A 경찰서는 전반적으로 -0.3839로 부정적인 것으로 평가되었다. 경찰서비스에 대한 긍정적 인식에도 불구하고 서비스 품질에 대한 평가가 부정적인 이유는 경찰서비스에 대한 기대 수준이 성과 수준보다 높기 때문으로 나타났다. 이러한 분석결과를 토대로 경찰서비스 품질과 관련된 경찰 차원에서의 과제 및 향후 연구 방향 등에 대하여 살펴보았다.

영문 초록

This study empirically measured the service quality in a local city police services using SERVQUAL scale. According to the originators(Parasuraman et al), SERVQUAL is a generic instrument with good reliability and validity and broad applicability. Prior studies applying SERVQUAL in police services are reviewed and some improvements identified ; most studies have been conducted in the metropolitan settings and researchers applied SERVQUAL's dimensions and items differently. In this study, a medium sized city(A city) in Gyeongsangnam-do Province was selected and SERVQUAL scale was applied in its entirety as much as possible to check an original application of the SERVQUAL scale to police services. Statistical analysis was implemented with 169 questionnaires out of 220 citizens living in A city. The results are as follow. 1) The SERVQUAL instrument appeared to be internally consistent and showed discriminatory validity between the five SERVQUAL dimensions(Tangibles, Reliability, Responsiveness, Assurance, Empathy) in the police arena. 2) Citizens' perceptions of the police services showed above the normal(3.00) generally and at four(Tangibles, Reliability, Responsiveness, Assurance) out of five scales. 3) The SERVQUAL measures service quality by the gap between customers' expectations of a service and their perceptions of the service. In this study, the police service quality in A city was assessed below citizens' expectations, -0.3839 generally. Based on this analysis, some implications for improving police services quality and future research needs are suggested.
