신세대 의경의 특성에 관한 연구

국문 초록

최근 우리나라는 빠른 사회변화로 인하여 기성세대와는 상이한 특성을 지닌 신세대가 증가하고있으며, 사회 각 분야에서 이들의 활동과 영향력이 증가하고 있어 이들에 대한 관심이 커지고 있다. 신세대의 가치관과 행동양식이 의경부대 운영에도 큰 영향을 미치고 있으며, 대원들의 정신력ㆍ체력ㆍ충성심ㆍ희생정신이 과거에 비해 크게 감소하였고, 기간요원들도 부대 운영에 어려움을겪고 있다. 의경부대가 역기능적으로 운영되거나 대원들이 부대생활에 적응하지 못할 경우, 임무수행이 불가능할 뿐만 아니라, 지난 2014.4.6일 발생한 윤일병 구타 사망사건, 2014.6.23일 발생한 강원도 동부전선 GOP 총기난사사건과 같은 상상을 초월하는 사고로도 연결될 수 있어, 신세대로 구성된의경부대의 운영은 전통적인 방법과는 차별화된 신세대의 특성이 반영된 새로운 방식이 요구된다고 볼 수 있다. 따라서 이 연구는 먼저 신세대의 개념 및 특성, 경찰행정의 특수성, 신세대의 특성이 부대 운영에 미치는 영향에 대해 고찰한 후, 설문조사를 통해 신세대 의경의 특성을 분석하고, 그 결과를토대로 효율적인 부대 운영방안을 모색해 보는데 그 목적이 있다. 조사결과 신세대 의경은, 긍정적인 특성으로는 합리주의적 성향, 창의적 성향, 적극적 자세를보였고, 부정적인 특성으로는 개성중심적ㆍ이기주의적 성향, 체력 및 인내심 부족, 기존의 것에대한 불신을 나타냈으며, 의경부대 운영을 효율화하기 위해서는 긍정적 특성은 강화하고 부정적특성은 최소화시킬 필요성이 제기되었다. 신세대의 특성을 반영하여, 부대 운영을 개선하기 위해서는 ① 의경부대 조직문화 혁신 차원에서는 대원들의 개성과 창의성 관리ㆍ형식주의 탈피ㆍ강압적 분위기 제거ㆍ비공식적 집단의 설치와 지원이 필요하고, ②기간요원의 지휘통솔 측면에서는 신세대를 바라보는 관점의 변화ㆍ솔선수범의 지휘ㆍ지휘의 합리성ㆍ디지털 리더십 함양이 이루어져야 한다. 현재까지 국방부 소속 장병들의 특성과 군 간부들의 리더십에 대한 연구는 활발히 이루어져 왔으나, 경찰청 소속 의경의 특성 및 경찰 기간요원의 리더십에 대한 연구는 미미한 편이었는데, 이연구를 계기로 관련 연구에 대한 발전이 활발히 이루어지길 기대해 본다.

영문 초록

In today's South Korean society, the new generation exhibits completely differentcharacteristics from the older generation and they make up the mainstream of theauxiliary police units. This study thus conducted a survey with them to examine thecharacteristics of new-generation auxiliary policemen and searched for plans to run theauxiliary police units efficiently based on the results. The survey results show that new-generation auxiliary policemen had such positivecharacteristics as rationalistic tendency, creative tendency, and active attitude and suchnegative ones as individuality-focused and self-centered tendency, lack of physicalstrength and patience, and distrust in the existing things. There is a need to improveunits management in a direction of reinforcing their positive characteristics andminimizing their negative ones. The following proposals were made to help to improve troops management byreflecting the characteristics of new-generation auxiliary policemen: ⓵ managing theirindividuality and creativity, discarding formalism, getting rid of coercive atmosphere, andinstalling and supporting an informal group at the level of innovating the organizationalculture; ② changing the perspective looking at the new generation and promotingexemplary command, rationality of command, and digital leadership at the level ofleadership of key members. There have been poor research efforts on the characteristics of auxiliary policemen andthe leadership of the police as opposed to active researches on the characteristics ofsoldiers under the command of Department of National Defense and the leadership ofmilitary executive members. I hope this study will lead to the further development ofconcerned researches
