해외 한국인의 납치사건 문제점과 대응방안

국문 초록

본 연구의 목적은 해외 한국인의 납치 및 인질사건의 사례를 통하여 나타난 위협요인과 문제점을 분석하고 이에 대한 대응방안을 제시하는 것이다. 한국은 그동안 급속한 경제발전과 세계화와의 영향으로 한국인의 해외진출 및 체류가 증가함에 따라 한국인이 해외에서 납치되어 생명과 안전이 위협을 받는 사건들 또한 증가하고 있다. 특히 한국인의 해외활동 중 모험적인 해외여행의 증가, 기업의 적극적인 해외 진출, 위험지역의 선교활동, 국제사회의 파병요청과 파병 증가 등의 요인들은 국제적 외교관계 뿐만 아니라 납치집단들과 정치, 종교 등 많은 문제가 복잡하게 얽혀 있기 때문에 이를 원만하게 처리하기가 어려운 경우가 많다. 이러한 납치 및 인질사건이 발생하면 인질의 안전한 석방을 위해 모든 방법을 동원하고 있지만, 해외라는 공간적인 상황과 주변 국가들의 국제관계가 걸림돌이 되기 때문에 많은 어려움을 가지고 있다. 증가추세에 있는 해외 한국인에 대한 납치사건과 그 피해를 줄이는 적절한 방안을 강구할 시점이다. 그동안의 사례를 분석한 결과 납치 및 인질관련 테러리즘을 대비하거나 대응하는데 가장 유효한 수단이 되는 정보수집과 외교역량 부족이 지적되었다. 또 매스컴의 무분별한 흥미위주의 보도는 인질과 그 가족들에게 이중적인 피해를 주었으며 정부의 작전 등이 사전에 노출되어 사건해결에 어려움을 주는 경우도 적지 않았다. 그리고 자기 안전은 스스로 지킨다는 자기방위 의식의 부족과 안전 불감증으로 인하여 위험을 초래한 경우가 많았으며, 타문화와 타종교에 대한 이해와 배려가 부족한 것도 사건을 촉발하는 원인이 되기도 하였다. 따라서 정부는 문제지역의 정보수집과 외교역량을 강화해야 하며 사건 발생 시 매스컴의 경우도 신중하게 보도하고 정부의 정책에 적극 협조하는 국민적 공감대가 필요하다.

영문 초록

Due to Korea's rapid economic development and globalization, Koreans going abroad or stationing abroad has increased and in line with such trend number of cases Korean being kidnaped in overseas and threatened their life and security has increased as well. Specially, those factors of Korean's overseas activities such as increased travel to risky region, active foreign investment activity by enterprises, missionaries activity in dangerous region, increased request of sending Korean troops and increased dispatch of troops and such factors are complicatedly related with each other not only international diplomatic relation but also politics, religions as such it used to be very difficult to resolve issues amicably. In case such accident happens, every available means used to be mobilized for the safe release of those kidnapped, but the dimensional situation of such accidents that occurred abroad and the international relationships of surrounding countries can be a stumbling block for which it contains various problems. Therefore, it is time to take measures to reduce Korean kidnapping in abroad and related damage or loss which are in increasing trend nation-wide. Based on the above, this study aims to analyze the threat factor and problem through example cases of Korean kidnapping in overseas and present countermeasures for it. Finally, it is pointed out the lack of intelligence gathering capability and deficiency of diplomatic strength the most effective means in responding kidnap & hostage related terrorism. Also, reckless reporting by mass-medias based on interest affected compounded damages to hostages and their family members, and in some occasion due to prior disclosure of government strategy, influenced resolving the case became more difficult for many cases. And there are number of cases being occurred due to lack of consciousness in self defense and safety, and lack of understanding & consideration to other culture & religion had been the causes to induce such accidents. In conclusion, Our government has to strengthen the capability of intelligence gathering, and diplomatic strength in the problem area, and at the time incident happened, it is very necessary to obtain concurrence of the people to be reported carefully and to cooperate actively to the government policy.
