국문 초록

The recent crisis of the severe decrease of the Korean students has brought about the discourses about publicized private universities, particularly after the current Korean president Moon Jaein promised to introduce the system to keep the outdated custom of ranking universities based on where the higher education institutes are. The researchers centralized on the professors of the Korean private universities have criticized the Korean Government's insincere attitude about the commitment, not producing many articles about the issue. This paper explains the outline of the discussion about the publicized private universities and says the condition of applying the system to the local universities. The second chapter treats the phases ranging from the introspection of the ranking practices of universities in a raw to urging the publicity of the higher education. The third discusses the change or expansion of the discourse to the policies of local decentralization and the balanced national development. The fourth exemplifies international research highlighting the cooperation of local industries, government, and academics. Lastly, the fifth suggests what practical methods the candidate universities should do for receiving the system.
