국문 초록

1960-80년대 발전주의 도시화 속에서, 서울 외곽의 북한산은 「도시계획법」, 「자연공원법」, 「수도권정비계획법」에 따라 다중 스케일의 공간 전략에 포섭되었다. 서울시의 ‘대공원’ 구상, 개발제한구역 지정(1971), 국립공원 지정(1983)을 거치며, 북한산은 수도의 ‘작동적 경관’으로 생산되었다. 특히, 1983년 건설부는 국립공원 지정을 통해 메가이벤트(1986 서울아시안게임, 1988 서울올림픽)에 대비하여 북한산을 구성하였다. 이는 북한산이 도시경제 체제 속 관광·레저 자산으로 전환된 것을 의미한다. 이 글은 국가가 도시 자연에 대한 통치와 개발을 병치하며 전략적으로 ‘국가-자연(state-nature)’으로 구성함과 동시에 도시와 비도시의 경계를 형식적으로는 구분짓지만, 기능적으로는 도시적 체계에 포섭해나가는 행성적 도시화의 공간 전략 사례로서 해석할 수 있는 기반을 마련한다.

영문 초록

Amid the developmentalist urbanization of the 1960s to 1980s, Bukhansan—located on the outskirts of Seoul—was incorporated into multi-scalar spatial strategies formulated through the Urban Planning Act, the Natural Parks Act, and the Capital Region Readjustment Planning Act. Through the Seoul Metropolitan Government’s “Grand Park” initiative, its designation as a Green Belt (1971), and its designation as a national park (1983), Bukhansan was produced as an operational landscape of the capital. The Ministry of Construction’s 1983 designation aimed to prepare for mega-events such as the 1986 Asian Games and the 1988 Seoul Olympics, transforming Bukhansan into a tourism and leisure asset within the urban economy. This article demonstrates how the state strategically configured urban nature as “state–nature,” juxtaposing governance and development. It further reveals how planetary urbanization unfolds by formally maintaining the urban–nonurban boundary while functionally integrating nonurban spaces into the urban system.
