국문 초록

본 연구는 한국에서 반복적으로 추진된 균형발전정책에도 불구하고 수도권 집중이 지속적으로 심화된 원인을 구조적으로 규명하고자 한다. 이를 위해 정책설계의 네가지 핵심 요소인 정책목표, 정책수단, 추진방식, 제도화 수준을 중심으로 참여정부 이후 각 정부의 균형발전정책을 비교, 분석하였다. 분석 결과 각 정부는 이전분산형 균형발전 전략과 성장거점형 균형발전 전략을 채택했음에도 불구하고 공통적으로 중앙정부 주도의 하향식 설계, 자율성 결여, 제도적 미비 등의 구조적 한계를 공유하고 있었다. 이러한 제약은 지역의 자생적 성장역량을 강화하기 보다는 오히려 수도권 중심의 편향적 발전구조를 더욱 고착화시켰다. 이를 통해 본 연구는 균형발전 정책설계의 구조적 불일치가 균형발전정책의 반복적 실패의 원인이며, 실질적인 지역 분권과 제도적 기반 없이 균형발전 정책의 성과를 기대하기 어렵다는 점을 강조한다.

영문 초록

This study aims to structurally explain why capital region concentration has intensified in South Korea despite the repeated implementation of balanced regional development policies. By applying a policy framework consisting of four key components—policy goals, policy instruments, implementation modes, and institutionalization levels— this study analyzes and compares the characteristics of successive governments' approaches to regional development. The analysis reveals that although each administration adopted either a relocation-based balanced development strategy or a regional growth hub strategy, they shared common structural limitations, including top-down policy design led by the central government, lack of regional autonomy, and institutional deficiencies. As a result, these limitations failed to foster endogenous regional capacity and instead further entrenched the developmental imbalance favoring the capital region. The study concludes that misalignments within policy design are central to the repeated failures of balanced development efforts and emphasizes that without substantive decentralization and institutional grounding, meaningful outcomes from such policies remain unlikely.
