국문 초록

본 연구는 여성가족부 장관으로 재직했던 장관의 조직관리 및 정책 추진 사례를 중심으로 장관의 리더십이 조직문화, 정책기획, 외부와의 연계에서 어떻게 나타나는지를 분석한다. 특히 면담과 포럼에서의 발언을 질적으로 분석하였으며, 이를 뒷받침할 외부의 평가 역시 살펴보고 있다. 이를 통하여 장관 개인의 경력, 문제인식, 실천 전략이 조직 내부의 변화를 어떻게 이끌어냈는지를 밝히고자하였다. 분석 결과, 장관의 리더십은 실용주의적 접근과 전략적 기획 능력을 기반으로 나타났으며, 수평적 소통, 내부 인사 우선주의, 정책 실수요자 관점 반영 등의 측면에서 특징을 보였다. 본 연구는 장관의 정책리더십이 관료조직 내부에서 실질적 변화와 조율을 이끌어내는 조건에 대한 함의를 제공하며 정치-행정 간의 관계, 리더십 이론 등에 이론적·실천적 기여를 가진다.

영문 초록

This study analyzes the leadership of a former Minister of Gender Equality and Family, focusing on how her leadership was manifested in organizational culture, policy planning, and external collaboration. Drawing on qualitative analysis of Minister K’s media interviews and public policy statements, the study explores how her professional background, problem recognition, and practical strategies contributed to organizational change. The findings suggest that the minister's leadership was characterized by a pragmatic approach and strategic planning capacity that differed from traditional bureaucratic models. Her leadership emphasized horizontal communication, prioritization of internal personnel, and a focus on the perspectives of actual policy users. This study offers implications for understanding the conditions under which political leadership can drive real change and coordination within bureaucratic organizations. It also contributes to the theoretical and practical discourse by challenging the conventional separation between policy planning and organizational management.
