보성군의 ‘M-I-P 순환형 모델’: 청년복지·문화산업·인구 유입의 통합 전략

국문 초록

이 논문은 지방 소멸 위기에 직면한 전라남도 보성군을 사례로 하여, 청년 복지와 지역 문화산업의 전략적 연계를 통해 문화(Metaculture)–산업(Industry)–인구(Population) 순환 구조에 기반한 통합 정책 모델을 제시하는 것을 목적으로 한다. 보성군의 대표 자산인 녹차 산업과 전통 차문화를 중심으로, 청년의 정주 기반을 마련하는 ‘청년 茶 정착 패키지’와 창업 생태계를 조성하는 ‘茶브랜드랩 및 창업 융합 전략’을 설계하였다. 이 두 전략은각각 인구(P)와 산업(I)을 축으로 작동하며, 궁극적으로 지역 문화(M)의 현대화 및 재생산을 통해 선순환 구조를 구축한다. 또한 무안군(I 중심)과 순창군(M 중심)의 사례를 비교 분석하여, 청년을 단순한 수혜 대상이 아닌 정책의 기획자·운영자·창의 주체로 설정할 필요성을 강조하였다. 이를 바탕으로문화 자원의 디지털 전환과 산업화를 연계함으로써 지역 정체성과 지속 가능성을 확보하고자 하였다. 정례 회의체 운영, 청년 참여 제도화, KPI 기반 성과관리 등 실행력 강화를 위한 조직 운영 체계도 함께 제시하였다. 본 논문은 M-I-P 순환 구조를 기반으로 한 통합 정책 모델이 청년 정착을 넘어 지역경제 활성화와문화 공동체 복원으로 이어질 수 있음을 실증적으로 보여주며, 보성군이 지속 가능한 지역 재생의 선도모델로 발전할 수 있는 실천 전략을 제시한다는 점에서 의의를 가진다.

영문 초록

This study aims to propose an integrated policy model based on the M-I-P (Metaculture– Industry–Population) circular structure by analyzing the case of Boseong-gun, Jeollanam-do, a region facing the risk of demographic decline. Focusing on the region’s key assets—green tea industry and traditional tea culture—the study designs two core strategies: the “Youth Tea Settlement Package”, which strengthens residential infrastructure for young people, and the “Tea Brand Lab and Startup Convergence Strategy”, which fosters a youth-led entrepreneurial ecosystem. These strategies respectively target the population (P) and industry (I) components and collectively aim to modernize and regenerate regional culture (M), thereby forming a virtuous cycle. Through comparative analysis with Muan-gun (I-centered) and Sunchang-gun (M-centered), the study highlights the importance of positioning youth not as passive beneficiaries but as active planners, operators, and creators of regional policy. By linking cultural asset digitization with industrialization, the proposed model seeks to enhance both local identity and long-term sustainability. It also presents an operational framework comprising regular policy meetings, institutionalized youth participation, and KPI-based performance management to enhance policy implementation. This research demonstrates that an integrated M-I-P policy model can serve not only to attract and retain young populations but also to revitalize local economies and rebuild cultural communities. It suggests that Boseong-gun can evolve into a leading model for sustainable regional regeneration.
