GAO 사례와의 비교분석을 통해 본 감사원 사회복지 분야 성과감사 특성과 개선 방향

국문 초록

본 연구는 감사원과 미국 GAO(Government Accountability Office)의 사회복지 분야 성과감사 처분요구를 분석하여 성과감사의 특성과 경향을 비교하고, 사례분석을 통해 감사원 사회복지 분야 성과감사의 개선방향을 도출하였다. 감사보고서에 관한 내용분석 결과, 양국 감사원의 사회복지 분야 성과감사 보고서는 전반적으로 유사하나, 감사 판단기준 측면에서 차이가 있었다. 감사원은 여전히 합법성을 판단기준으로 활용하는 사례가 가장 많았고, GAO는 상대적으로 효과성과 경제성/능률성을 판단기준으로 활용하는 사례가 많았다. 이후, 두 가지 감사보고서에 대한 사례분석을 통해 도출한 함의는 다음과 같다. 첫째, 정부부처 간 이해관계 대립이 있는 사업에 대한 감사를 시행할 때는, 관련된 부처 전체에 대한 인터뷰를 통해 제도에 대한 현황과 문제점을 입체적으로 파악하고, 비당파적인 전문가의 자문을 통해 구체적 대안을 제시할 필요가 있다. 또한, 구체적 대안 제시를 위해서는 합법성보다는 효과성이나 효율성을 판단기준으로 활용할 필요도 있다. 둘째, 정책의 효과성을 판단기준으로 하는 성과감사를 시행하는 경우, 정책 성과에 대한 엄밀한 분석을 위해실험방법, 준실험방법 등 최근 사회과학에서의 방법론적 진화의 성과를 반영할 필요가 있다.

영문 초록

This study analyzed the social welfare performance audit of the Board of Audit and Inspection and the U.S. Government Accountability Office (GAO) to compare the characteristics and trends of performance audits and derive directions for improving the Board of Audit and Inspection’ s social welfare performance audits through case analysis. The results of the audit report analysis showed that the social welfare performance audit reports of the two SAIs(Supreme Audit Institutions) were generally similar, but there were differences in terms of audit criteria. The Board of Audit and Inspection still used legality as an audit criteria most often, while the GAO used effectiveness and efficiency as an audit criteria relatively more often. The implications derived through case analysis of the two audit reports are as follows. First, when conducting an performance audit with conflicts between government ministries, it is necessary to comprehensively analyze the current status and problems of the system through interviews with all related ministries and to suggest specific alternatives through advice from non-partisan experts. Second, when conducting a performance audit project that uses the effectiveness of a policy as an audit criteria, is necessary to reflect the results of recent methodological evolution in social science fields, such as experimental methods and quasi-experimental methods, to conduct a rigorous analysis of policy outcomes.
