학교 재정자율성에 대한 인식과 정책 효과 분석: 서울특별시교육청 사례를 중심으로

국문 초록

본 연구는 교육재정 자율성 확대를 위한 제도적 노력의 일환으로 서울특별시교육청이 도입·운영 중인 재정자율성 관련 제도에 대한 현장 인식과 제도의 효과성을 분석하고, 단위학교 재정운영의 실질적 자율성 제고 방안을 탐색하는 데 목적이 있다. 이를 위해 서울시교육청 관내 초·중·고 및 특수학교, 각종학교의 교장, 교감, 행정실장을 대상으로 온라인 설문조사를 실시하였으며, 총 997명의 응답을 분석하였다. 연구 결과, 학교재정운영 자율성의 핵심 가치로 ‘예산편성의 자율성’이 가장 중요하게 인식되었고, 단위학교 재정운영 자율성과 교직원 참여 수준은 대체로 긍정적으로 평가되었으나, 재정지원의 충분성과 목적사업비 비중 및 유연성에 대해서는 부정적 인식이 다소 높게 나타났다. 또한 서울특별시교육청의 세 가지 재정자율성 정책 중 ‘목적사업 일괄안내제’는 인지도와 시행도 측면에서 상대적으로 높은 수준으로 나타났으며, ‘정책총량제’는 효과성과 중요성에서 비교적 높게 평가되었다. 반면, ‘학교자율사업운영제’는 전반적으로 중간 수준의 인식이 나타났다. 이러한 분석을 바탕으로 도출된 정책적 시사점은 다음과 같다. 첫째, 단위학교의 실질적 재정자율성을 강화하기 위해 장기적으로 목적사업비를 축소하고 학교기본운영비를 확대하는 방향으로 예산 구조 개편이 필요하다. 둘째, 예산의 편성과 집행 전반에서 자율성을 확보하기 위해 교육과정과 연계된 예산 편성과 최소 기준선 설정, 총액교부 방식의 확대 등이 요구된다. 셋째, 정산 절차 간소화, 재량권 부여, 수의계약 한도 상향, 회계 서류 간소화 등의 행정 개선이 병행되어야 하며, 넷째, 교직원의 재정관리 역량 강화를 위한 연수 및 실무 중심 교육과 전략적 예산 활용 지원체계 구축이 필요하다.

영문 초록

This study aims to analyze school-level perceptions of financial autonomy and evaluate the effectiveness of related institutional policies implemented by the Seoul Metropolitan Office of Education(SMOE). It further seeks to explore practical strategies to enhance financial autonomy in schools. To this end, an online survey was conducted targeting principals, vice principals, and administrative officers at elementary, middle, high, and special schools under SMOE. A total of 997 valid responses were analyzed. Among the core values of financial autonomy, “autonomy in budget planning” was most highly regarded. While perceptions of financial autonomy and staff participation in budget operations were generally positive, respondents expressed concerns regarding the adequacy of financial support and the flexibility of purpose-restricted funds. Of SMOE’s three major financial autonomy policies, the “Unified Notification of Categorical Grants” was most recognized and implemented, the “Policy Consolidation Initiative” received the highest marks for effectiveness and importance, and the “School-Initiated Budget Program” showed moderate awareness and impact. Based on these findings, the study suggests four key policy implications: restructuring the budget to expand basic operational funding while reducing earmarked projects, securing budget planning and execution autonomy by linking with curriculum goals and expanding block grants, simplifying administrative procedures, including settlement and documentation, and strengthening financial management capacity through regular, practice-based training. This study offers empirical insights into SMOE’s initiatives and provides actionable directions for improving school financial autonomy.
