고등·평생교육지원특별회계의 운용 성과와 안정적인 재원 확충을 위한 법적·제도적 개선 방안 탐색

국문 초록

본 연구는 3년 한시로 운용되는 고등·평생교육지원특별회계(이하 고특회계)의 성과와 의의, 지속적 운용의 필요성을 확인함으로써 안정적인 재원 확충 방안을 강구하는 데 목적이 있다. 이를 위하여 고특회계 도입 전후 재정 지원 규모 및 사업의 변화를 확인하고 사업비가 크게 증액된 일반재정지원사업을 중심으로 고특회계 도입에 따른 사업비 지원 규모의 변화가 대학의 교육·연구 여건 및 성과 등에 어떠한 영향을 미치는지 분석하였다. 그리고 이를 토대로 현행 고특회계의 법적·제도적 개선 방안을 제시하였다. 주요 연구 결과는 다음과 같다. 첫째, 고특회계 도입 후 고등·평생교육지원사업에 대한 재정지원 규모가 증가하고 있으며 특히 교육 혁신 및 여건 개선을 위한 지원이 확대된 것으로 나타났다. 둘째, 정부의 재정 지원을 토대로 대학의 교육여건 개선과 학생지원 확대, 교육 및 연구성과 등 일부 개선되었음을 확인하였다. 분석 결과를 토대로 안정적·장기적 차원에서 소요 재원을 확충할 수 있도록 법적·제도적 개선 방안을 제시하였다. 고등·평생교육재정지원사업을 고특회계 기반의 운영체제로 재구조화하는 방안, 현행 「고등·평생교육지원특별회계법」의 연장과 계정 구분을 통해 법의 존치 목적 확인과 성과 파악 및 관리 등의 방안 등을 제안하였다.

영문 초록

This study aims to explore the achievements, significance, and necessity of the sustained operation of the Special Account for Higher and Lifelong Education Support, thereby seeking strategies for securing stable financial resources. To this end, it examines changes in the scale of financial support and projects before and after the implementation of the system. Furthermore, focusing on projects with significant budget increases, this research analyzes the impact of changes in the scale of project funding due to the introduction of the Special Account for Higher and Lifelong Education Support on the educational and research environments of universities. The key findings are as follows: First, financial support for projects has increased since the introduction of the system, with expanded support for educational activities and the improvement of educational conditions. Second, improvements in the educational environment of some universities, the expansion of student support, and the enhancement of educational and research outcomes have been observed based on government financial support. Finally, this study proposes the restructuring of related projects based on the Special Account for Higher and Lifelong Education Support and suggests directions for the revision of current legislation to ensure the stable acquisition of financial resources.
