국문 초록

본 연구의 목적은 1973년 영국 버밍엄시의 구조 계획 수립 과정을 배경으로 공공 참여 문제와 지역신문의 역할을 분석함으로써 당시 지방 민주주의가 실제로 구현되고 있었는지를 밝히는 데 있다. 본 연구자는 구조 계획에 대한 시민들의 의견을 수렴하려는 버밍엄시 정부의 노력과 시민들의 반응에 대해 살펴본 결과, 시 정부가 구조 계획의 내용을 시민들에게 적극적으로 전달하고, 그들의 의견을 수렴할 기회를 보장하기 위해 다양한 홍보 전략을 시행했다는 사실을 발견했다. 앞선 하향식 재개발사업을 경험한 시민들의 초기 반응은 제한적이었으나, 시 정부는 시민의 신뢰와 참여를 핵심 요소로 인식하고 시민들의 참여를 적극 추진해 나갔다. 아울러 본 연구자는 버밍엄시 소속 사서들이 선별한 버밍엄 지역신문 기사들을 분석했다. 지역신문들은 도시계획 전문가와 시 당국, 관료들을 밀착 취재하고 비판적으로 감시하는 한편, 시민들과의 긴밀한 유대를 통해 사업에 대한 정보를 제공하고 시민들의 목소리를 기사와 기고문 형태로 전달했다. 나아가 지역신문들은 재개발사업의 문제점에 대해 나름의 해법을 찾아 시 당국에 제시하기도 했다. 이상의 분석을 통해 버밍엄시 정부, 지역 언론, 시민들이 협력해 더 나은 재개발계획을 수립하기 위해 각자의 역할을 수행하고 있었음을 확인했다. 이는 19세기 후반 이래 지속되어 온 ‘더 나은 도시’를 만들기 위한 버밍엄 시민사회의 오랜 노력의 연장선상에 있는 것으로 사료된다.

영문 초록

The aim of this article is to examine whether local democracy was effectively implemented during the formulation of Birmingham's 1973 Structure Plan by analyzing public participation and the role of local newspapers. The findings suggest that the Birmingham City Council actively disseminated information about the Structure Plan and implemented various promotional strategies to ensure citizens had opportunities to express their opinions. Despite initial limited responses due to previous top-down redevelopment experiences, the City Council recognizes citizen trust and participation as key elements and actively promotes civic engagement. In addition, this article analyses newspaper cuttings from Birmingham’s local newspapers, selected by city librarians. These newspapers closely covered urban planning experts, city authorities, and bureaucrats, while also providing information to citizens and conveying their voices through articles and opinion pieces. Furthermore, it is found that the local press proposed solutions to redevelopment issues to the city authorities. This analysis confirms that the Birmingham City Council, local media, and citizens collaborated to establish better redevelopment plans, continuing the longstanding efforts of Birmingham’s civil society since the late 19th century to create a “better city.”
