국문 초록

본 연구에서는 현대전에서 민군작전의 중요성은 날로 증가하고 있으나 추가적인 연구가 이루어지지 않은 점에 대한 문제를 제기하며, 이를 타개하기 위한 방안을 모색하는 것을 목적으로 한다. 현재의 민군작전에 관한 문제점은 첫째, 연구의 부재, 둘째, 민군작전을 수행하기 위한 전투기술의 부재, 셋째, 교육훈련 자료의 부재이며, 이를 위한 발전 방향으로, 첫째, 군사경찰의 임무수행 스펙트럼(Spectrum) 확장, 둘째, 위험평가, 행동탐지기법, 대화기술 등 민군작전에 관한 전투기술 능력을 확보하고, 셋째, 이를 현행 임무수행간 교육훈련을 병행하여 숙달하는 것이라 하겠다. 현재 국제 안보환경은 급속히 변화하고 있으며, 특히 그 어느 때보다 북한의 도발 위협수위가 높아지고 있다. 지금까지 공격작전, 방어작전 등 유형별 작전 중심으로 연구되었지만, 새로운 전장환경 패러다임의 대안으로 민군작전이 국가안보를 확보하는 데 매우 중요한 작전이며, 그의 핵심은 군사경찰을 더욱 적극적이고 효과적으로 활용하는 것이라 하겠다. 민군작전에 있어 발견된 문제점은 시급한 개선이 요구된다.

영문 초록

This study raises the issue that while the importance of civil-military operations (CMO) in modern warfare is increasing, there has been insufficient research in this area. The objective of this study is to explore ways to address this gap. The current issues with CMO are: first, the lack of research, second, the absence of combat techniques for executing civil-military operations, and third, the lack of training materials for such operations. To address these issues, the following development directions are proposed: USMC had performance test for Arion-SMET, UGV which is developed by Hanwha Aerospace. To meet military authorites' demand around the world, first, expanding the scope of military police duties, second, acquiring combat capabilities for CMO, such as risk assessment, behavior detection techniques, and communication skills, and third, Integrating these skills into ongoing operational tasks alongside training. The current international security environment is rapidly changing, with North Korea’s provocations posing a greater threat than ever before. While research has mainly focused on offensive and defensive operations, civil-military operations are emerging as a crucial operation to ensure national security in the context of a new battlefield paradigm. The key to this operation lies in utilizing military police more actively and effectively. The problems identified in the current state of CMO require urgent improvement.
