边疆治理现代化视域下跨境流动人口服务创新研究——基于中越边境河口县的跨域协同实践

Under the strategic guidance of modernizing border governance, the innovation of services for cross-border mobile populations has become a key issue for the country to balance development and security and deepen opening up. This paper takes Hekou County on the China-Vietnam border as the research object, and based on the background of the “Belt and Road Initiative” and the “Digital China” construction, through field investigation and policy text analysis, systematically explores the innovative paths and practical logic of cross-border mobile population services from the perspective of modernizing border governance. The research finds that Hekou County has effectively alleviated traditional problems such as the “shadow identity” and “vacuum of rights protection” of cross-border workers through a mobility governance framework, promoting the transformation from “channel economy” to “port economy.” However, problems such as lagging cross-border data sharing, insufficient collaboration among multiple stakeholders, and a service supply that “emphasizes control over development” still restrict governance effectiveness. In response, three-dimensional countermeasures are proposed: at the institutional level, promoting mutual recognition of cross-border service standards under the RCEP framework and “cross-border digital identity for border residents;” at the technical level, developing a blockchain cross-border credit system to enhance data traceability and risk control; at the collaborative level, establishing a “government-park-enterprise-border residents” responsibility-sharing mechanism and setting up a production-education integration fund to cultivate compound talents. This paper innovatively constructs a “cross-border service supply-demand coupling model,” providing theoretical support and practical examples for modernizing border governance, and contributing to the establishment of a new governance pattern of “safe border, harmonious border, and prosperous border” through coordinated development.

영문 초록

在边疆治理现代化战略指引下，跨境流动人口服务创新成为国家统筹发展与安全、深化对外开放的关键议题。本文以中越边境河口县为研究对象，立足“一带一路”倡议与“数字中国”建设背景，通过田野调查与政策文本分析，系统探讨边疆治理现代化视域下跨境流动人口服务的创新路径与实践逻辑。研究发现河口县通过流动性治理框架，有效缓解了跨境务工人员“身份影形化”“权益保障真空化”等传统难题，推动“通道经济”向“口岸经济”转型。然而，跨境数据共享滞后、多元主体协同不足及服务供给“重管控轻发展”等问题仍制约治理效能。对此，提出三维对策：在制度层面，推动RCEP 框架下跨境服务标准互认与“边民数字身份跨境通”；在技术层面，开发区块链跨境信用系统，强化数据可溯性与风险防控；在协同层面，建立“政府—园区—企业—边民”责任共担机制，设立产教融合基金培育复合型人才。本文创新构建“跨境服务供需耦合模型”，为边疆治理现代化提供理论支撑与实践范例，助力构建“安边、睦边、兴边”协同发展的治理新格局。
