국문 초록

As the cornerstone of the national governance system, the effectiveness of grassroots governance directly impacts the stability and efficiency of the entire national governance system. This is particularly significant in border ethnic regions, where the importance of related research is amplified. Influenced by the “local factors”inherent to these regions, grassroots governance faces challenges arising from natural geography, economic development, ethnic composition and cultural beliefs, cross-border exchanges, and population mobility. To enhance governance efficacy, it is imperative to continuously emphasize the leading role of grassroots governments in governance, foster a collaborative governance framework involving multiple stakeholders, establish public service-oriented grassroots political organizations to diversify public goods provision, develop diversified mechanisms for addressing social issues, and implement a scientific performance evaluation system for grassroots governance to incentivize active participation from governance entities.

영문 초록

基层治理作为国家治理体系的基石，其治理效能可直接影响整个国家治理体系的稳定和有效，体现在边疆民族地区，其研究重要性更为突出。受边疆民族地区“地方性”因素的影响，民族地区基层治理面临着由自然地理、经济发展、民族构成与文化信仰、跨境交流与人员流动等方面带来的治理困境。基层治理过程中必须不断强调基层政府治理主体的地位，促进多元主体协同治理格局形成；建设公共服务型基层政权组织，实现公共产品供给的多样化；建立多元化的社会问题应对-处理机制；建立科学的基层治理绩效评估体系，激发基层治理主体的积极性，以期待治理效能的提高。
