글로벌 공급사슬의 위험요인 식별 및 관리 방안에 관한 연구 - 국내 철강산업을 중심으로

국문 초록

최근 글로벌 공급사슬의 불확실성과 취약성이 높아지고 있으므로 글로벌 공급사슬의 구조를 고려한 위험의 식별과 대응 방안수립이 필요하다. 특히 원자재 수급 및 시장 환경 변화에 노출된 여러 산업 중 철강산업을 대상으로 위험 관리 체계를 적용하고대응 전략을 수립하는 것이 중요하다. 본 연구는 국내 철강산업을 SCM 관점에서 총 4단계인 조달관리, 생산관리, 재고관리, 물류관리 단계로 나누고 각각 위험 요인을 도출하여 평가한 후 철강산업에 참여하는 공급망 이해관계자별로 비교·분석하였다. 분석결과를 바탕으로 각 단계별 국내 철강산업의 공급사슬 내 위험 관리 방안을 제시하였다. 이를 위해 선행연구 및 전문가를 통해위험 요인을 선정하고, 철강제조업 관련 종사자, 물류시설운영업, 물류서비스업, 화물운송업, 공무원·공공기관 등을 대상으로 설문조사를 실시하였다. 연구 결과, 첫째, 조달관리 단계에서 기업은 철광석과 원료탄의 수입 국가를 다변화할 필요성이 있다고 주장하고 인도를 예시로 들었다. 둘째, 생산관리 단계에서 철 스크랩 사용량을 늘려야 한다고 주장하며 품질 개선을 위해 철 스크랩의 선별 및 분류 철저, 이물질 제거 등을 통해 더욱 노력을 기울여야 한다고 하였다. 셋째, 재고관리 단계에서 철강산업은 중국의수요 및 판매에 대해 예측하는 것이 매우 중요하다고 하였으며 미국과 마찬가지로 중국도 철강 쿼터제 도입이 필요하다고 하였다. 넷째, 물류관리 단계에서 운송 클레임을 관리하는 것이 중요하다고 주장하였다. 이를 위해 원재료 수입 시에는 벌크화물의 중량을측정하는 방법을 개선하여 분쟁에 대비하고 완제품 수출 시에는 결박강화, 방청 작업 등을 통해 부식을 방지하는 방안을 제시하였다. 본 연구가 최근 심각한 위기에 빠진 철강산업에 대한 향후 정책적 방안과 지원 방향 등을 수립하는데 도움을 줄 수 있을 것이다.

영문 초록

Recently, as uncertainty and vulnerability in the global supply chain have increased, it is necessary to identify risks and establish countermeasures considering the structure of the global supply chain. In particular, it is important to apply a risk management system and establish a response strategy for the steel industries among the various industries exposed to changes in the supply and demand of raw materials and the market environment. This study divided the domestic steel industry into four stages from the SCM perspective: procurement management, production management, inventory management, and logistics management, each of which was evaluated by deriving risk factors, and then compared and analyzed by supply chain stakeholders participating in the steel industry. Based on the result, it has been proposed supply chain risk management plans for the domestic steel industry. To this end, risk factors were selected through prior research and experts, and a survey was conducted on workers related to the steel manufacturing industry, logistics facility operation, logistics service, freight transport, public officials, and public institutions. As a result of the study, first, in the procurement management stage, companies argued that there is a need to diversify the importing countries of iron ore and raw material coal, and cited India as an example. Second, he insisted that the use of iron scrap should be increased in the production management stage, and further efforts should be made through the selection and classification of iron scrap and the removal of foreign substances to improve quality. Third, in the inventory management stage, it was very important for the steel industry to predict demand and sales in China. Like the United States, it was necessary to introduce a steel quota system in China. Fourth, it was argued that it was important to manage transport claims in the logistics management stage. To this end, a method of measuring the weight of bulk cargo was improved when importing raw materials to prepare for disputes and to prevent corrosion through reinforcement of binding and rust prevention work when exporting finished products. This study can help establish future policy measures and directions of support for the steel industry, which has recently fallen into a serious crisis.
