국문 초록

(Purpose) This study aims to explore the expansion of public libraries' roles in fostering youth settlement in regions facing population extinction. By strengthening industry-academia-government cooperation, the study seeks to develop region-specific talent cultivation strategies that contribute to regional sustainability. (Design/methodology/approach) A mixed-methods approach was employed, including surveys and in-depth interviews with local stakeholders such as public library administrators, local government officials, industry representatives, and young residents. Quantitative data were analyzed using descriptive statistics and regression analysis, while qualitative insights were drawn through thematic analysis of interview responses. (Findings) The findings indicate that public libraries play a crucial role in providing educational opportunities, job-related information, and community engagement programs that enhance youth retention in depopulated areas. Furthermore, collaborative programs with industries and local governments significantly contribute to local employment opportunities and strengthen community identity, reducing the outmigration of young people. (Research implications or Originality) This study underscores the importance of reinterpreting the role of public libraries beyond traditional information services to include socio-economic functions. By integrating public libraries into regional development strategies, policymakers can leverage them as catalysts for sustainable community building. The findings provide practical implications for developing policies and educational programs aimed at fostering regional youth retention and mitigating the risks of population decline.
