고향사랑기부제의 기초자치단체 간 특성 차이 및 재정형평화 효과

국문 초록

본 연구는 2023년 실시된 고향사랑기부제의 시·군·구 간 특성 차이를 살펴보고, 동 제도가 재정형평화에 미친 효과가 어떠하였는지를 분석하는 데 있다. 동 제도의 목적 가운데 하나가 ‘국가균형발전에 이바지’하는 것이라는 점을 염두에 두면, 고향사랑기부제의 재정형평화 효과 분석 연구는 그 의미가 크다고 할 것이다. 본 연구는 재정형평화 분석에 있어서는 고향사랑기부금이 지방소득세에 어느 정도 형평화 효과를 가져오고 있는지를 살펴보고 있다. 이때 지방소득세가 시군세라는 점을 감안하여 특히 시·군을 대상으로 한 재정형평화 효과에 주목하였다. 분석에 따르면 고향사랑기부제가 지방소득세의 지니계수에 미친 영향으로 본 재정형평화 효과는 시 자치단체에서 0.26%, 군 자치단체에서 3.02%로 군이 시에 비해 11.6배나 높게 나타났다. 군 지역이 시 지역에 비해 상대적으로 인구가 적고 발전이 더딘 지역이라는 점을 감안하면 고향사랑기부제는 인구가 많고 발전이 진전된 지역으로부터 인구가 적고 발전이 더딘 지역으로의 재정재분배 기능을 일정 정도 수행했다고 평가할 수 있다.

영문 초록

This paper aims to investigate the characteristic differences of Hometown-loving donation system introduced in 2023 at city, county, and district governments, also to analyze how the donation system demonstrates its effects on interregional fiscal redistribution in Korea. One of the objectives in the donation system is to promote balanced development of nation. Our study may have important meanings when we consider its objective of the system. We analyzed the effects of the donation system on interregional fiscal redistribution focusing on the impacts of the system on local income tax. Since the local income tax is not levied on district governments, we mainly investigated the fiscal redistributive effects at city and county governments. According to the calculation results based on the Gini coefficient, the fiscal redistributive effect of the Hometown-loving donation system on local income tax was 0.26% at city governments, and 3.02% at county governments. The result shows that the effect was 11.6 times higher in county governments than in city governments. Taking the county areas have relatively small populations and are less developed than city areas into account, we can evaluate that the Hometown-loving donation system performed its fiscal redistribution function from populous and developed areas to county regions with small populations and less development to some extents.
