新时代基层协商民主的实践创新：基于浙江省金华市金东区“三纵两横”模式的分析

국문 초록

With the increasingly clear positioning of the “specialized consultative body” of the Chinese People’s Political Consultative Conference in the new era, innovative grassroots democratic consultation practices have been fully implemented. In this context, Jindong District, Jinhua City, Zhejiang Province, has attempted the “three vertical and two horizontal” model, established and improved district and township level consultation platforms, improved and consolidated social and public opinion collection mechanisms, public opinion consultation mechanisms, and consultation feedback mechanisms, and focused on relying on consultation channels such as the public opinion liaison center, committee living rooms, and inviting you to negotiate. Good practical results have been achieved and rich practical experience has been accumulated. Based on the construction of a political model, this paper analyzes the internal principles and theoretical significance of the “Three Vertical and Two Horizontal” model, including the dynamic mechanism, interest integration, and action logic, from four dimensions: relationship model, participation mode, work module, and guidance template. There are still many problems in the practice of grassroots consultative democracy, such as institutional driving force, institutional efficiency improvement, institutional efficiency expansion, institutional effect realization, and institutional narrative reconstruction, to varying degrees. However, corresponding strategies can be adopted to improve it with the deepening of practical innovation, consolidate the socialist consultative democracy system, and help modernize the national governance system and governance capacity.

영문 초록

随着新时代关于政协“专门协商机构”的定位日益清晰，基层民主协商实践创新全面铺开，浙江省金华市金东区尝试“三纵两横”模式在此背景下应运而生，建立健全区级、乡镇级协商平台，完善巩固社情民意收集机制、民意协商机制、协商反馈机制，重点依托民情联络中心、委员会客厅、请你来协商等协商渠道，取得了良好的实践效果，积累了丰硕的实践经验。基于政治模型构建，从关系模型、参与模式、工作模块、导向模板四个维度分析了“三纵两横”模式的动力机制、利益整合、行动逻辑等内在原理和理论意义。基层协商民主实践依然不同程度存在制度动力驱动、制度效率提升、制度效能拓展、制度效果实现、制度叙事重构等诸多问题，但是可以随着实践创新的深入采取相应的策略进行完善，巩固社会主义协商民主体系，助力国家治理体系和治理能力现代化。
