한국과 미국의 영유아보육과정 비교연구 - 성격, 배움에 대한 접근 중심으로

국문 초록

본 연구는 한국과 미국의 영유아보육과정의 성격, 배움에 대한 접근을 비교 분석하는데 목적이 있다. 분석된 한국의 자료는 보건복지부(2020)의 제4차 표준보육과정이며, 미국의 자료는 28개 주(state)의 ‘조기학습표준(Early Learning Standards)’이다. 분석결과, 첫째, 한국은 국가가 주체가 되어 제정·개정하고 고시하는 국가수준의 영유아보육과정을 가지고 있으나, 미국은 주정부 단위의 조기학습표준을 명시하고 있다. 한국의 영유아보육과정은 영유아의 자율적 놀이와 자발적 배움을 강조한다. 미국도 한국과 동일하게 보육과정 전반에 놀이를 강조하며, 놀이는 배움에 대한 접근의 여러 요소를 다양한 교육 내용과 활동으로 통합할 수 있는 최적의 방법으로 보고 있다. 둘째, 한국과 미국의 보육과정에서 제시된 배움에 대한 접근을 비교한 결과, 공통적으로 호기심, 주도성, 창의성, 문제해결을 배움에 대한 접근으로 포함하고 있다. 한국과 미국의 거의 모든 주에서 ‘호기심’을 영유아의 배움에 대한 접근의 주요 요소로 포함하고 있다. 이러한 결과를 토대로 국가수준의 영유아보육과정은 국가가 제시하는 최소의 기준이므로 이를 각 기관의 상황과 환경의 맥락에서 어떻게 실행되는지 함께 보는 실행연구를 제안하고, 한국의 보육과정에 배움에 대한 접근이 하나의 영역으로 제시될 필요가 있음을 제안하였다.

영문 초록

The purpose of this study is to compare and analyze the characteristics of the national-level early childhood education curriculum and approaches to learning in Korea and the United States. The Korean data analyzed for this study is the 4th standard childcare curriculum of the Ministry of Health and Welfare (2020), and the U.S. data is the ‘Early Learning Standards’ of 28 states. As a result of the analysis, first, Korea has a national-level early childhood education (education) curriculum that the state enacts, revises, and announces, but the U.S. specifies early learning standards at the state level. The Korean early childhood education curriculum is a comprehensive approach that emphasizes autonomous play and voluntary learning of infants and toddlers, while the U.S. has an academic approach that emphasizes learning readiness as a measure of infants and toddlers’ readiness for school. What they have in common is that both Korea and the U.S. emphasize play throughout the childcare curriculum, and they view play as the optimal way to integrate various elements of the approach to learning into various educational contents and activities. Second, the results of comparing the approaches to learning presented in the childcare curriculum in Korea and the United States commonly include curiosity, initiative, creativity, and problem solving as approaches to learning. Almost all states in Korea and the United States include ‘curiosity’ as a major element of the approach to learning for infants and toddlers. Based on these results, the national-level childcare curriculum is the minimum standard presented by the state, so it is suggested that an implementation study be conducted to see how it is implemented in the context of each institution’s situation and environment, and it is suggested that the approach to learning should be presented as one area in the childcare curriculum.
