국문 초록

Technological revolution is an important engine driving economic development. With the arrival of the digital economy, data has become an important factor of production supporting the progress of productivity. The development of big data and cloud computing has made artificial intelligence technology achieve rapid progress and gradually become an important driving force for a new round of technological revolution, effectively promoting the digital transformation of the current society. While people cheer for the convenience and efficiency improvement brought by artificial intelligence, they are also concerned about the challenges and risks that artificial intelligence may bring in the future. Currently, artificial intelligence is in the stage of rapid development and application exploration and practice. The fragility of technology and the lag of risk management are important topics of current artificial intelligence governance. As the development levels of countries vary, there is no unified policy on technology management. This article mainly analyzes and studies the current policies of major economies around the world on artificial intelligence supervision and governance from the perspective of global governance, and provides some references for China's artificial intelligence governance and the development and formulation of global artificial intelligence research, policies and regulations.

영문 초록

科技革命是驱动经济发展的重要引擎，随着数字经济的到来，数据已经成为支撑生产力进步的重要生产要素。大数据和云计算的发展，使得人工智能技术取得了突飞猛进的进展，并逐渐成为新一轮科技革命的重要驱动力量，有效推动着当前社会的数字化转型。人们一方面欢呼人工智能带来的便捷与效率的提升，另一方忧虑人工智能未来可能带来的挑战和风险。当前人工智能处于快速发展和应用探索实践阶段，技术的脆弱性与风险管理的滞后性是当前人工智能治理的重要课题，由于各国发展水平不一对于技术管理的政策也没有形成统一口径。本文主要基于全球治理视角下当前各国主要经济体对于人工智能监管和治理政策的分析与研究，为我国人工治理和全球人工智能的研发和政策法规的制定提供一些参考。
