국문 초록

본 연구는 이해관계자 참여 모형을 통해 ‘한국형 재생에너지 갈등예방 메커니즘(K-ESTEEM)’실증사업 사례를 분석하여 실질적이고 효과적인 참여 과정 설계 방안과 재생에너지에 대한 주민 수용성 강화 방안을 제시하는 것을 목적으로 한다. 재생에너지 발전사업의 이해관계자 참여모형을 설계 요소, 과정 요소, 결과 요소로 제시하였으며, 계획 수립의 초기 단계에서부터 숙의적 참여 과정이 진행되는 것이 중요함을 발견할 수 있었다. 영광군 월평마을과 양평군 개군면에 적용된 K-ESTEEM 참여 과정은 다음과 같다. 첫째, 두 사례 모두 계획 수립의 초기 단계에 참여 과정이 진행되었다. 사업구상 또는 발전사업허가 이전 단계에 참여 과정이 진행되면서 참여를 통하여 사업 계획을 구체화하고, 사업의 변동 가능성을 열어둔 개방형으로 진행되었다. 둘째, 재생에너지 사업과 관련된 모든 이해관계를 유형화하고, 사업에 대한 이해관계자들의 이견을 비교하여 주요 쟁점을 도출하였다. 이 과정을 통해 주요 쟁점에 대한 이해관계자들의 의견 차이를 명확하게 하였다. 셋째, 숙의적 의사소통에 기반하여 정보와 자료가 제공되었다. 이해관계자들 간의 이견, 갈등 쟁점 등의 내용이 이이해관계자들에게 공유되고, 피드백되는 방식으로 의견을 수렴해 나갔다. 넷째. 참여 과정에서 참여자들이 제시한 의견의 반영 여부가 재생에너지 사업에 대한 신뢰 향상과 수용성 강화에 중요한 요인으로 파악되었다. 월평마을과 개군면의 K-ESTEEM 실증사례는 숙의적 참여 과정이 재생에너지 주민 수용성 제고를 위해 기획·운영되는 것이 중요하다는 점을 제시하고 있다. 즉, 재생에너지 발전사업의 초기 단계에, 숙의적 의사소통에 기반하여 정보와 자료를 생산·제공하고, 참여 과정에서 제시되는 의견이 반영될 수 있는 구조로 참여 과정을 설계·운영할 수 있도록 해야 할 것이다.

영문 초록

This study aims to design a practical and effective participation process and strengthen residents’ acceptance of renewable energy by analyzing the demonstrative case of the ‘Korean Renewable Energy Conflict Prevention Mechanism (K-ESTEEM)’ through a stakeholder participation model. As an analysis framework, the stakeholder participation model for renewable energy power generation projects was presented as planning elements, process elements, and result elements, and as a result of the analysis, it was discovered that it is important to proceed with a deliberative participation process from the early stage of plan establishment. The K-ESTEEM participation process applied to Wolpyeong Village and Gaegun-myeon is as follows. First, in both cases, the participatory process took place in the early stages of planning. As the participation process progressed in the stage prior to business conception or power generation business approval, the business plan was concreted through participation, and the possibility of changes in the project was left open through participation. Second, all interests related to the renewable energy project were categorized and major issues were derived by comparing the differing opinions of stakeholders regarding the project. Through this process, differences in opinions among stakeholders on key issues were clarified. Third, information and data were provided based on deliberative communication. Opinions were collected from stakeholders through a process of sharing and feedback on differences of opinion and conflict issues among stakeholders. fourth. During the participation process, whether or not the opinions expressed by participants were reflected was identified as an important factor in improving trust and strengthening acceptance of renewable energy projects. The empirical cases of K-ESTEEM in Wolpyeong Village and Gaegun-myeon suggest that it is important for a deliberative participation process to be planned and operated to increase resident acceptance of renewable energy.
