선호 공리주의적 관점에 입각한 중학교 추첨 배정 개선 방안 연구

국문 초록

본 연구는 2023학년도에 A지역에서 실시된 중학교 배정 결과를 분석하고, 그 결과를 획기적으로 개선할 수 있는 새로운 배정 방식을 제안하고자 수행되었다. A지역의 중학교 지원 데이터를 분석한 결과, 쏠림 현상 발생으로 인해 정원보다 1지망 지원자가 많은 학교도 있었지만, 1지망 지원자가 정원보다 적은 학교도 있었다. 그러나 2지망을 포함하면 모든 학교 정원의 100%를 넘어 기피 현상이 없다는 것도 확인할 수 있었다. 실제 배정된 결과를 분석해보면, 2지망까지를 고려했을 때, 학생들이 기피하는 학교가 없음에도 불구하고 2023학년도에 추첨을 통해 배정된 학생 중 113명(7.99%)은 1~2지망 학교로 배정을 받지 못하였다. 본 연구에서는 1지망으로 지원하기를 선호하는 쏠림 현상은 있지만 차순위 지망까지 고려하면 학생들이 기피하는 학교가 없는 지역의 특색을 고려하여 학생들을 효율적으로 배정하여 중학교 배정에 대한 만족도를 극대화하는 새로운 배정 방식을 제안한다. 새로운 배정 방식은 선호 공리주의적인 관점에서 최대 다수의 최대 선호 만족을 달성하는 배정 결과를 찾는 알고리즘을 사용하여 가장 많은 학생이 만족하는 배정을 찾음으로써 임의 배정되는 학생을 효과적으로 감소시킨다. 본 연구에서 제안하는 새로운 배정 방식으로 A지역의 학생들을 배정하면 모든 학생이 1, 2지망 학교로 배정되는 것을 시뮬레이션을 통하여 확인하였다. 또한, 여러 학교를 동일한 지망 순위로 지원할 수 있도록 지원 방법을 개선했을 때, 80% 이상의 학생들이 1지망에 2개 학교를 지원한다면 모든 학생을 1지망 학교로 배정하는 것도 가능하였다.

영문 초록

This study analyzes the results of the middle school allocation in Region A for the 2023 academic year and proposes a new allocation method that can significantly improve the results. We analyze the middle school application data for Region A and find that some schools have more first-choice applicants than seats, while others have fewer first-choice applicants than seats. However, the application rates for second-choice schools exceeded 100% of the capacity for all schools, indicating that there were no universally unpopular schools. Nevertheless, 113 students were not assigned to either their first or second-choice schools in the 2023 academic year in Reagion A. This study proposes a new assignment method that maximizes student satisfaction by efficiently assigning students to their first-choice schools while taking into account the characteristics of regions where there is a herding effect toward applying to their first-choice schools, but where there are no universally unpopular schools that students would avoid when considering their second-choice schools. The new assignment method effectively reduces random assignments by finding the optimal assignment for students from a preference utilitarian perspective. Simulations show that the new assignment method we propose assigns all students in Region A to their first- and second-choice schools. Furthermore, when we improve the apply method to allow students to apply to multiple schools with the same ranking, the new assignment method can also assign all students to their first-choice school if more than 80% of students apply to two schools in their first choice.
