사회적기업 발생과 촉진요인 분석

국문 초록

본 연구는 일자리창출, 지역활성화의 정책으로 주목받는 사회적기업의 활성화에 미치는 영향요인을 서울특별시 행정동을 중심으로 실증적으로 분석하고자 한다. 기존 사회적기업 활성화에 관한 연구는 단순히 사회적기업 개수의 증감에만 초점을 두고 논의하여 촉진요인과 발생요인을 구분한 실증분석이 시도되지는 못했다. 본 연구에서는 사회적기업을 서울시 행정동 단위로 분류하여 사회적기업 활성화요인을 촉진요인과 발생요인으로 구분하여 분석하고자 한다. 그 결과 다음과 같은 요인이 도출되었다. 먼저, 기존 지역사회에 사회적기업이 존재하는 지역(촉진요인)에서는 기초생활보장 수급자의 비율이 높을수록, 협동조합이 많을수록, 중간지원조직이 지역에 있을수록 사회적기업의 활성화의 여건이 성립한다. 둘째, 기존 지역사회에 사회적기업이 존재하지 않는 지역(발생요인)에서 고령자, 장애인의 비율이 낮을수록, 기초생활보장수급자의 비율이 높을수록, 협동조합이 많을수록, 중간지원조직이 지역 내 위치할수록 사회적기업 활성화가 가능함을 확인하였다. 본 연구를 통해서 사회적기업 활성화를 위해서는 각 지역사회의 상황에 맞는 정책적 지원이 중요함을 밝히며, 촉진요인과 발생요인을 구분하여 지역사회의 상황에 맞는 사회적기업 관련 제도 및 정책을 형성함에 제언하고자 한다.

영문 초록

This study aims to empirically analyze the factors affecting the revitalization of social enterprises, which are attracting attention as a policy for job creation and regional revitalization, focusing on the administrative district of Seoul. Literature review on social enterprise revitalization focus on the increase and decrease of the number of revitalized social enterprises, and no empirical analysis has been attempted to distinguish between facilitating and generating factors. In this study, We classify social enterprises into administrative districts of Seoul and analyze the activation factors into facilitating and generating factors. As a result, the following factors were derived. First, in areas where social enterprises exist in existing communities, the higher the proportion of beneficiary of national basic livelihood, cooperatives, and intermediary organization, the more conditions for social enterprise activation are established. Second, in areas where social enterprises do not exist in existing communities, the lower the proportion of elderly and disabled people, the higher the proportion of beneficiary of national basic livelihood, and the higher the number of cooperatives and intermediary organization, the more likely it is that social enterprises can be activated. This study reveals that policy support tailored to each community's situation is important for social enterprise revitalization, and aims to contribute to the formation of social enterprise-related policies tailored to local conditions by distinguishing between facilitating and generating factors.
