국문 초록

우리 국방발전의 오랜 숙제인 대북측면, 대미측면, 그리고 미래측면에서 적절한 방향설정과 정책선택 문제는 지난 참여정부를 거쳐 신정부를 넘어 오면서 다른 어느 때보다도 사회적으로 많은 논란을 거쳐 왔다. 사실 여러 가지 상황과 제약을 고려하는 경우 국방정책에 있어 이들의 적절한 선택의 지향점은 명쾌하게 나타날 수 없는 특징을 가지고 있기도 하다. 본고에서는 이렇게 얽혀 있는 국방정책 선택의 제 문제들에 관해, 지난 정부에서는 어떠한 관점으로 접근해 왔는가를 살펴보고, 새로 출범하는 정부에서는 국방발전에 대해 어떠한 구상을 가지고 있는가를 조명하였다. 그리고 이를 바탕으로 하여, 국방정책의 현 좌표를 점검하고 동시에 바람직한 신정부의 국방 정책방향을 제안하였다. 제안의 요지는, 신정부는 보다 넓은 시각에서, 또 보다 국가위상에 걸 맞는 미래강군을 위해 장기적이며 체계적으로 국방발전을 가속화시킬 수 있는 토대를 마련해야 하는 시점에 서 있기 때문에, 이를 위해서는 참여정부의 긍정적인 정책과는 연계성을 가지고 이를 가속화 시키는 차원에서 정예 군사력을 지속 지향하되, 한편으로는 보다 효율적인 국방운영시스템을 구축하고, 또한 참여정부에서 다소 소원했던 한미 동맹체제의 미래 지향적 발전을 추진해야 할 것이라는 것이다.

영문 초록

Point of defense policy avoids that people feel security uncertainty of present or future. Past government came and go actuality interval with a little ideal composition with the North Korea. So, width of change that we can lead actually gave somewhat fear by ideological discord itself connected with this. In fact, there is difference that intend on background or high position policy, but if see core of defense policy that is the intention enemy the future, direction that New government seeks is generally similar. Therefore, when practice, it is important how manage real world situation than change that it is disjunctive regarding expected exogenous variables, North Korean nuclear situation, U.S. Armed Forces and defense budget that still operate for uncertainty factor rationally and stably. Point to keep in mind in defense policy specially among this is that indifferent or possibility to be connected through preparation discrepancy of national defense the future of our itself defense capabilities is by national defense budget control based on relation emphasis with the United States of America in view of economic growth that is New government's emphasis policy. Generally, the effectiveness can be raised though development of advanced national defense system deduces all problem that can be happened in process that is important but proceeds policy that design target and plan that can overcome this is considered at the same time. This is share of defense policy ready front New government. New government must think future advanced force according to country status in wider sight and more. Also, need to ready foundation that can presuppose substantial advanced national defense system construction achievement, and is long-termer for this and accelerate development systematically in the future. Will have to develops picked military strength continuously, but construct national defense management system that is more efficient on the one hand, and gropes future oriented development of alliance system for this.
