평생교육재정 지원 확대를 위한 논의

국문 초록

이 연구는 평생교육 분야 전문가를 대상으로 한 델파이 조사를 통해 국가 및 지방자치단체 수준에서 평생교육재정 투자 확대 방안을 살펴보고자 한다. 이를 토대로 평생교육재정 확보를 위한 기본 논리를 정립하고, 평생교육재정 부담 주체별 역할과 활성화 방안 등에 대한 정책제언을 제시하였다. 전문가 의견수렴을 위한 델파이 조사 항목은 선행연구 결과 분석을 토대로 평생교육재정의 확대 논리와 비용 분담 구조, 평생교육재정 확보를 위한 아젠다와 적정규모 산출 기준, 평생교육재정 관련 지원 주체별 역할 및 향후 개선 방안, 평생교육 참여 활성화를 위한 재정 지원 개선 방안으로 구성하였다. 연구 결과를 바탕으로 국가와 지자체의 평생교육에 대한 재정 지원은 선택이 아닌 국민의 기본권으로 인식한 가운데, 평생교육재정지원 확대를 위해 법적 기반, 예산, 인력, 원스톱(one-stop) 서비스 전달체계의 확립과 함께 중앙정부와 지자체 간의 역할 설정 및 연계 등 거버넌스의 개편도 동시에 이루어져야 한다고 제언하였다.

영문 초록

The study aims to suggest improved strategies on how to secure lifelong education finance on central and local government levels in terms of financial security, distribution, and operation in South Korea. It examines trends and statues in lifelong education finance using statistical financial data, and conducts two Delphi surveys with 20 experts in the field. The Delphi survey comprises of three parts as follows; first, in relation to “securing lifelong education finance”, it contains the logic for expanding official financial supports, the division of adequate spending between social and private burdens by types of lifelong education, and the establishing an agenda for securing finances. Second, in relation to “budget allocation and support”, it contains strategies for stimulating its participation in lifelong education, expanding lifelong education vouchers, supporting lifelong education institutions, and an allocation approach to project budgets. Third, in relation to “operation of lifelong education finance”, it contains supporting strategies by funding sources, and implementing strategies for governance between central and local governments. According to the implications of the result, central and local governments should provide financial support for lifelong education from a way of ensuring citizens' basic rights, not as an alternative. Therefore, it is suggested that laws, budgets, human resources, and one-stop service delivery systems should be put in place to expand financial support for lifelong education, along with governance reforms and cooperation between central and local governments.
