정보화 시대의 요구와 국방개혁 2020

국문 초록

한국의 참여정부는 “국방개혁 2020”을 주창하고 2006년 12월 『국방개혁에 관한 법률』을 통과시켜 이의 장기적이면서 지속적인 구현을 보장하고 있다. 그러나 정보화시대의 요구라는 측면에서 봤을 때 국방개혁 2020은 다소의 보완소요를 지니고 있다. 우선 내용 측면에서 봤을 때 국방개혁 2020은 현대의 정보기술을 적극적으로 활용하기 위한 사항을 제대로 포함하지 못한 것으로 판단되고 정보화시대와 관련하여 최근에 더욱 강조되고 있는 “합동/통합/연합성”의 구현 방안도 미흡하며, 특히 정보화시대의 핵심적 강조사항인 “효율성” 향상에 관한 구체적 방안들은 포함하지 못하고 있다. 따라서 이러한 내용들을 구체적으로 반영하여 실질적으로 구현하고자 할 때 정보화시대의 요구에 부응하는 국방개혁이 될 수 있다. 국방개혁 2020은 정보화시대가 요구하는 국방개혁의 방법론 측면에서도 보완해야할 소지가 적지 않다. 변화의 속도가 급속해지고 정밀해진 현 시대에 있어서 과거와 같이 14-15년의 장기간에 걸쳐서 국방개혁을 완수하고자 하거나 소수 인원을 중심으로 계획을 수립하고 추진하고자 해서는 의도하는 성과를 달성하기는 어렵기 때문이다. 국방개혁 2020의 성공을 위해서는 변화의 속도를 더욱 높일 필요가 있고, 과거 “군사혁신기획단”에서 발전시킨 정보화시대 군대로의 발전을 위한 방안들을 적극적으로 참고하거나 그 당시의 전문가들을 최대한 활용할 필요가 있다.

영문 초록

Like most militaries in the world South Korean military has also tried to adapt to the Information Age, made the plan of “Defense Reform 2020” for that purpose and passed it into legislation for continuous implementation until the year 2020. Though Defense Reform 2020 includes lots of fundamental changes such as the reduction of number of forces and enhancing the balance among all military services, it does not seem to sufficiently reflect the necessary changes the Information Age demands. For example, Defense Reform 2020 does not seem to have put relevant focus on the importance of information technology, joint/integrated/combined operations and efficiency in defense management. Even though timelyness, comprehensiveness, top-down approach, experts-oriented planning are known to be the critical ingredients in Information-age military reform, Defense Reform 2020 also seems to have failed to include those ingredients. Therefore, for the success of Defense Reform 2020, South Korean military needs to correct those shortcomings and the implementation strategy. It may need to change the military culture into the one necessary in the Information Age by encouraging active discussion, expanding outsourcing practices, highlighting the importance of collaboration among different sectors, and strengthening the balance between centralized planning and dispersed execution.
