국문 초록

오바마 행정부의 아시아 올인 정책은 탈냉전이후 미국 대전략에 근본적인 변화를 추구한다. 이전 부시행정부의 과도한 이상주의에서 탈피한 오바마 행정부의 현실주의는 아시아의 부상에 특히 주목한다. 미국은 21세기 국제정치가 아시아를 중심으로 전개될 것임을 예견한다. 21세기 미국 외교안보전략도 유럽에서 아시아로 그 중심축을 옮겨야한다는 것이다. 그리고 여기에서는 아시아의 경제성장과 더불어 중국의 부상이 가장 큰 동인이 되고 있다. 오바마 행정부는 중국을 잠재적 패권 경쟁국으로 상정하면서도 아직까지는 중국의 부상과 협력을 환영한다. 그러나 최근 들어 두드러지기 시작한 중국의 군사력 확장에 주목하고 이에 대한 대응으로 아시아에서의 미군사력의 강화를 추구한다. 긴축재정으로 인한 국방예산 삭감계획에도 불구하고 아시아의 전력은 오히려 강화하겠다는 미국의 발표는 그 단적인 예이다. 미국의 아시아 올인 정책과 가속화되는 미중 패권경쟁은 한반도와 한미동맹에 새로운 도전으로 다가온다. 이럴 때일수록, 미중간의 선택을 섣부르게 우리 스스로에게 강요하기보다 양국 간의 관계를 보다 널리 유연하게 설정하는 지혜가 필요하다.

영문 초록

Obama administration’s “pivoting to Asia” policy displays the fundamental change in US national security strategy after the end of the Cold War. Unlike the Bush administration which was led by excessive idealism, the realistic Obama administration focuses on the rise of Asia. The US predicts Asia to become the center of international politics in the 21st century. Accordingly many supports the idea that the US foreign and security policy shall shift from Europe to Asia. These moves are heavily caused by the China’s rise as well as Asia’s economic growth. Obama administration presumes China as a potential hegemonic rival, yet it still welcomes China’s rise in the international realm and cooperation with the US. Recognizing China’s recent expansion of its military capabilities in Asia, the US has pursued to strengthen its military forces in Asia. The US military commitment to Asia was confirmed when Washington announced it will bolster military posture in Asia despite the defense budget cut. The US “all-in” in Asia policy and the accelerating hegemonic competition between the US and China are posing a new challenge to the Korean Peninsula and ROK-US alliance. Instead of forcing itself to make a unnecessary decision to stand on one side or the other, US or China, South Korea needs to take more long-term approach and flexibility in building partnership with the two countries.
